4 <br />I <br />w <br />COMMISSIONER Loy CONFIRMED THAT THE AMBULANCE SQUAD HAS HAD <br />AN ENVIABLE RECORD OVER THE YEARS AND THAT THEY ARE ON A PROGRAM OF <br />REPLACING THEIR VEHICLES ON A REGULAR BASIS. <br />ON MOTION BY COMMISSIONER Loy, SECONDED BY COMMISSIONER <br />DEESON, THE BOARD UNANIMOUSLY AGREED THAT THE LETTER FROM THE AMBULANCE <br />SQUAD DATED MARCH 13, 19781 BE MADE A PART OF THE MINUTES AND APPROVED <br />THE REQUEST OF THE INDIAN RIVER COUNTY VOLUNTEER AMBULANCE SQUAD FOR <br />$7500.00 FOR THE REPLACEMENT OF THE WRECKED AMBULANCE, THE FUNDS TO <br />BE PAID OUT OF FEDERAL REVENUE SHARING FUNDS. <br />ADMINISTRATOR .JENNINGS DISCUSSED WITH THE BOARD DRAINAGE <br />PROBLEMS ON THE PROPERTY OF .JERRY METCALF IN RIVENBARK SUBDIVISION, <br />UNIT 2. HE STATED THAT HISTORICALLY IN RIVENBARK SUBDIVISION 15TH <br />AVENUE HAS NOT BEEN MAINTAINED BY THE COUNTY AND THE REAR DRAINAGE <br />DITCH HAS NEVER BEEN MAINTAINED BY THE COUNTY, THE PARCEL OF PROPERTY <br />MARKED "NOT INCLUDED" ON THE PLAT BLOCKED THE DRAINAGE AND SUBSEQUENTLY <br />A 5" EASEMENT .WAS OBTAINED AND RECORDED ACROSS THIS PARCEL. THE <br />ADMINISTRATOR NOTED THAT THIS IS RATHER A CRITICAL DRAINAGE SITUATION <br />AND HAS BEEN SUBSTANDARD FOR YEARS. MR. METCALF WOULD NOW LIKE <br />THE COUNTY TO GO*IN AND OPEN UP THE DRAINAGE DITCH. <br />ASSISTANT ADMINISTRATOR NELSON AGREED THAT MR. METCALF <br />DOES HAVE A DRAINAGE PROBLEM, BUT NOTED THAT WE WOULD HAVE TO HAVE <br />AN ADDITIONAL EASEMENT IN ORDER FOR THE COUNTY TO DO ANYTHING ABOUT <br />IT OR ELSE RELEASE THE EASEMENT ON THE WEST SIDE OF MR. METCALF'S <br />PROPERTY SO HE COULD DO SOMETHING. <br />ADMINISTRATOR .JENNINGS STATED THAT IF THE BOARD ELECTED TO <br />AUTHORIZE'HIM TO REMEDY THIS SITUATION, HE FELT WE SHOULD PROFILE <br />THE DITCH AND SET SOME GRADES TO DETERMINE WHAT WILL HAPPEN WITH THE <br />DRAINAGE. HE'NOTED IT MAY BE NECESSARY TO BRING IN SOME DIRT AND <br />FILL A PORTION BECAUSE THE DITCH MAY BE EXESSIVELY DEEP AT THE POINT <br />BEHIND -MR. METCALF'S PROPERTY, <br />DISCUSSION FOLLOWED IN REGARD TO RELEASING THE EASEMENT <br />AS SUGGESTED BY MR. METCALF, BUT IT WAS AGREED THIS IS NOT A GOOD <br />IDEA BECAUSE IT COULD AFFECT ALL PEOPLE ON THE BLOCK. <br />MAR -221978 -- <br />15 <br />
