HE STATED THAT HE HAS DISCUSSED THIS .WITH THE DEVELOPERS. <br />ON MOTION BY COMMISSIONER SCHMUCKER, SECONDED BY COMMISSIONER <br />Loy, THE BOARD UNANIMOUSLY ACCEPTED LAURELWOOD, UNIT 2, AND CERTIFIED <br />COMPLETION OF THE SUBDIVISION STREET PAVING AND DRAINAGE FACILITIES. <br />ADMINISTRATOR JENNINGS NEXT DISCUSSED WITH THE BOARD THE <br />REQUEST OF ALCO-HOPE, INC., THAT THE ROAD AND BRIDGE DEPARTMENT RE- <br />PAIR THE CULVERT IN THEIR ENTRANCE AND GRADE THE CIRCLE DRIVEWAY. <br />HE NOTED THAT IT HAS NOT BEEN THE COUNTY'S POLICY TO REPLACE CULVERTS <br />GOING INTO DRAINAGE DISTRICT CANALS, BUT THIS CULVERT IS IN VERY BAD <br />CONDITION, AND IT IS A NARROW ENTRANCE AND DANGEROUS. HE CONTINUED <br />THAT IT WILL COST BETWEEN $4,000 AND $5,000 TO REPLACE THE CULVERT, <br />BUT HE KNOWS OF NO WAY TO REPAIR THIS CULVERT IN A SATISFACTORY <br />MANNER. HE POINTED OUT THAT IT TAKES HEAVY EQUIPMENT TO LAY PIPES <br />THIS LARGE AND IT HAS TO BE DONE BY SOMEONE WITH THE PROPER KNOWL- <br />EDGE AND EQUIPMENT. <br />COMMISSIONER LOY NOTED THAT THE SITUATION EXISTING THERE <br />NOW IS NOT TO ANYONE'S ADVANTAGE. <br />COMMISSIONER SCHMUCKER ASKED IF ALCO-HOPE COULD CONTRIBUTE <br />ANYTHING TO THIS PROJECT AND SUGGESTED POSSIBLY THEY COULD PAY FOR <br />THE FILL AND SANDBAG HEADWALLS. <br />ATTORNEY COLLINS NOTED THAT ALCO-HOPE HISTORICALLY HAS <br />OPERATED ON A VERY LIMITED BUDGET. <br />ADMINISTRATOR JENNINGS STATED THAT THE SITUATION CANNOT <br />•WAIT TOO LONG AS THE PIPE IS RUSTED AND THE ENTRANCE IS DANGEROUS. <br />MOTION WAS MADE BY COMMISSIONER Loy, SECONDED BY COMMIS- <br />SIONER SCHMUCKER,TO DECLARE THIS AN EMERGENCY SITUATION AND TO <br />AUTHORIZE THE ADMINISTRATOR TO COOPERATE WITH ALCO-HOPE, INC., A <br />NON-PROFIT CORPORATION, AND.CORRECT THE CULVERT SITUATION AT THEIR <br />ENTRANCE AS OUTLINED IN -THEIR LETTER OF MARCH 14, 1978, <br />IN DISCUSSION, IT WAS FELT THIS -COULD BE DONE THROUGH THE <br />ROAD AND BRIDGE DEPARTMENT BUDGET, AND IF MANY 0•F THESE SITUATIONS <br />ARISE, IT CAN BE CORRECTED LATER ON THE YEAR. <br />THE CHAIRMAN CALLED FOR THE QUESTION.• COMMISSIONER SIEBERT <br />• VOTED IN OPPOSITION; ALL OTHERS VOTED IN FAVOR, AND THE MOTION CARRIED. <br />7 <br />'34 PAcFlz8 <br />
