.ATTORNEY COLLINS INFORMED THE BOARD THAT IT IS NECESSARY <br />TO SET UP A BOARD WITH EXPERTISE IN THE BUILDING INDUSTRIES TO <br />MEET THE NEEDS OF THE VARIOUS CODES THE COUNTY HAS ADOPTED. HE <br />POINTED OUT THAT SECTION Ill OF THE STANDARD BUILDING CODE, WHICH <br />THE COUNTY HAS ADOPTED, ESTABLISHES A BOARD OF ADJUSTMENTS AND <br />APPEALS. THE ATTORNEY CONTINUED'THAT WHILE HE DOESN'T HAVE A <br />PROBLEM WITH THE SAME PEOPLE BEING APPOINTED TO THIS BOARD AS TO <br />THE BOARD FOR THE CITY OF VERO BEACH, HE FELT THE COUNTY FIRST <br />NEEDS TO LOOK'TOWARDS UNIFORMITY IN THE COUNTY SYSTEM AND THEN <br />TRY TO',ESTABLISH UNIFORMITY WITH THE CITY. HE POINTED OUT'THAT <br />THE BOARD FOR.°THE CITY OF VERO BEACH HAS BEEN ESTABLISHED BY <br />QUITE A TECHNICAL ORDINANCE, AND HE DOES NOT FEEL MANY OF THE <br />PROVISIONS APPLY TO THE COUNTY. HE ALSO QUESTIONED THE LEGALITY <br />OF THE PRESENT SET UP WITH THE CITY AND DID NOT FEEL IT FUNCTIONS <br />VERY WELL, <br />CHAIRMAN WODTKE AGREED THAT THIS BOARD SHOULD BE A <br />HIGHLY SOPHISTICATED ONE MADE UP OF QUALIFIED INDIVIDUALS BECAUSE <br />THEY WILL BE WORKING WITH .DISPUTES BETWEEN THE BUILDING DEPARTMENT <br />AND CONTRACTORS AND HE DOES NOT FEEL A LAYMAN WHO HAS NO <br />KNOWLEDGE OF BUILDING STRENGTH, STRESSES, ETC, COULD DEAL WITH THESE <br />MATTERS. <br />ATTORNEY COLLINS NOTED THAT ACTUALLY THIS BOARD IS <br />ALREADY SET UP AND ALL THE BOARD HAS TO DO IS MAKE APPOINTMENTS. <br />HE'STATED THAT HE WOULD LIKE THE COMMISSIONERS TO DIRECT HIM TO <br />USE THIS BOARD FOR THE FIRE PREVENTION AND MINIMUM HOUSING CODES, <br />y ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />SCHMUCKER, THE BOARD UNANIMOUSLY AUTHORIZED THAT THE BOARD OFA <br />ADJUSTMENTS AND APPEALS, AS SET UP UNDER SECTION 111 OF THE STANDARD <br />BUILDING CODE, BE*UTILIZED TO HANDLE THE APPEALS FOR THE FIRE <br />PREVENTION CODE AND THE MINIMUM HOUSING CODE. <br />ATTORNEY COLLINS DISCUSSED THE MANNER OF MAKING APPOINTMENTS, <br />AND COMMISSIONER SIEBERT SUGGESTED THAT THE CHAIRMAN BE AUTHORIZED TO <br />MAKE APPOINTMENTS AND THE BOARD WILL CONSULT WITH HIM.
