r <br />x' <br />av <br />ASSISTANT COUNTY PLANNER BERG INFORMED THE BOARD THAT THIS <br />PROPERTY IS LOCATED ON THE SOUTH SIDE OF STATE ROAD 60 WEST OF' <br />82ND AVENUE. THERE IS A TRUCKSTOP IMMEDIATELY TO THE EAST OF THE <br />PROPERTY, AND MOBILE HOME SUBDIVISIONS IN THE AREA. HE STATED THAT <br />THE AREA GENERALLY SPEAKING IS RURAL IN CHARACTER. MR. BERG NOTED <br />THAT MR. PALMER HAS REQUESTED THIS REZONING IN ORDER TO BUILD A <br />NOME WHICH CANNOT BE DONE UNDER THE EXISTING ZONING. MR. BERG <br />CONTINUED THAT THE,MASTER PLAN CALLS FOR THIS AREA TO BE MEDIUM <br />DENSITY IN THE FUTURE. HE STATED THAT THE PLANNING STAFF.FEELS <br />r <br />IT IS PREMATURE TO PLACE A ZONING CALLING FOR MEDIUM DENSITY IN <br />THIS AREA AS THERE PRESENTLY IS NO DEMAND FOR DEVELOPMENT OF <br />THAT NATURE. MR, BERG FELT THAT AGRICULTURAL ZONING WOULD ALLOW <br />THE APPLICANT THE HIGHEST AND BEST USE OF HIS PROPERTY AND WOULD NOT <br />BE UNREASONABLE AS AN INTERIM ZONING. HE STATED THAT THE PLANNING <br />STAFF RECOMMENDS APPROVAL, AND THE ZONING COMMISSION AGREED AS <br />LONG AS IT IS UNDERSTOOD THAT THIS IS AN INTERIM ZONING WHICH CAN <br />CHANGE AT'ANY TIME IN THE FUTURE DEPENDING ON DEMAND, WATER <br />SERVICE, ETC. <br />COMMISSIONER LOY ASKED IF THEY DIDN'T FEEL THIS WOULD <br />CONSTITUTE SPOT ZONING, AND MR. BERG STATED THAT SPOT ZONING IS <br />USUALLY AN ISLAND OF ITSELF WHILE THIS IS CONTIGUOUS TO SOME <br />AGRICULTURAL ZONING ON THE'SOUTH, HE FURTHER NOTED THAT IF THE <br />ZONING WERE CHANGED TO MEDIUM DENSITY, THIS WOULD NOT BECOME NON- <br />t. <br />CONFORMING AS MEDIUM DENSITY CALLS FOR 0-12 UNITS PER ACRE. <br />f CHARLES PALMER, OWNER OF THE PROPERTY IN QUESTION, INFORMED <br />THE BOARD THAT HE PURCHASED THIS LAND UNDER THE OLD ZONING, WHICH <br />WAS COMMERCIAL AND ALLOWED RESIDENCES. MR. PALMER STATED THAT HE <br />HAS BEEN OPERATING THE WESTGATE MOBILE HOME PARK ACROSS FROM THE <br />PROPERTY SINCE 1963. HE FURTHER INFORMED'.THE BOARD THAT HE <br />APPLIED FOR A VARIANCE IN ORDER TO BUILD HIS HOME, BUT THEY <br />REFERRED HIM TO THE ZONING BOARD. MR, PALMER CONTINUED THAT THE <br />LATE COUNTY PLANNER, VAL BRENNAN, RECOMMENDED THAT HE APPLY FOR <br />AGRICULTURAL ZONING,.WHICH IS A HOLDING ZONE. MR.
