0 <br />P <br />'+4 <br />EDWARD REGAN, DIRECTOR OF THE COMMUNITY DEVELOPMENT BLOCK <br />GRANT PROGRAM, INFORMED THE BOARD THAT IN THE THIRD YEAR OF THIS <br />i <br />PROGRAM, WE INDICATED WE WERE GOING TO APPLY FOR 24 UNITS OF SECTION <br />B HOUSING ASSISTANCE. HE NOTED THAT -THIS HAS NOT BEEN DONE, BUT <br />IN A RECENT VISIT TO THE HUD OFFICE, IT WAS INDICATED TO HIM THAT, <br />ALTHOUGH THE TIME HAS RUN OUT, THEY WOULD STILL CONSIDER SUCH AN <br />APPLICATION IF WE WISHED TO MAKE IT. IT WAS ALSO NOTED THAT IF WE <br />WEREN`T DOING THE THINGS STATED IN OUR PAST APPLICATIONS)THE <br />CREDI'B,ILITY OF OUR FUTURE APPLICATIONS MIGHT BE SUBJECT TO QUESTION. <br />MR. REGAN CQNTINUED THAT IN REVIEWING THIS WITH THE CONSULTANTS, THEY <br />CAME TO THE CONCLUSION THAT IT WOULD BE MOST ECONOMICAL TO APPLY <br />FOR 100 UNITS, WHICH WOULD SERVE TO KEEP THE COST IN LINE SO THE <br />COUNTY WOULD NOT BE EXPENDING ANY FUNDS. HE NOTED THAT THE COUNTY <br />IS NOW EXPLORING DIFFERENT METHODS FOR PROVIDING LOW COST HOUSING, <br />AND COMMENTED THAT THE SECTION 3 PROGRAM WAS IMPLEMENTED IN THE <br />FORD ADMINISTRATION IN AN EFFORT TO FIND SOMETHING THAT WOULD WORK <br />BETTER THAN PUBLIC HOUSING. MR. REGAN INFORMED THE BOARD THAT <br />THE COUNTY HAS AVAILABLE THE OPTION TO CALL ITSELF A PUBLIC HOUSING <br />AGENCY AND TO PROCEED WITH THIS PROGRAM AND CONTROL IT AS THEY <br />CHOOSE. HE EXPLAINED THAT UNDER THIS OPTION, A PARTICULAR FAMILY <br />COULD COME TO THE COUNTY, WHO WOULD BE THE PUBLIC HOUSING AGENCY, <br />AND IF THEY QUALIFY ECONOMICALLY FOR A CERTIFICATION BY THE COUNTY <br />THAT THEY ARE ELIGIBLE, THEY WOULD THEN GO OUT, SEEK AN APARTMENT, <br />AND COME BACK TO THE COUNTY WHO WOULD DETERMINE IF IT WAS SAFE <br />AND SANITARY. THE COUNTY THEN WOULD ENTER INTO A LEASE AGREEMENT <br />ON A ONE YEAR BASIS.WITH THE OWNER OF THAT APARTMENT AND THE <br />FAMILY CERTIFIED AS LOW INCOME WOULD CONTRIBUTE BASED ON A <br />PERCENTAGE OF THEIR INCOME. MR. REGAN NOTED THAT THESE FAMILIES <br />MIGHT ACTUALLY BE LIVING IN A SATISFACTORY UNIT AND COULD APPLY TO <br />USE THE SAME BENEFIT IN THAT UNIT IF THEIR INCOME WARRANTS THE <br />ASSISTANCE. HE FELT THIS PROGRAM WOULD BE A GOOD WAY TO FACILITATE <br />THE NEEDS OF LOW INCOME FAMILIES. MR. REGAN EXPLAINED THAT THIS <br />PROGRAM PROVIDES THAT FOR EVERY UNIT THE COUNTY IS APPROVED ON, THEY <br />WILL RECEIVE $275.00 START-UP FUNDS, OR ¢27,500 FOR 100 UNITS.
