1 <br />OPERATION OF THE PROGRAM PROVIDES THAT THE COUNTY WOULD RECEIVE <br />8.5% OF THE TOTAL RENTS IMPLEMENTED, WHICH SHOULD PROVIDE ABOUT <br />$16,000 TO OPERATE THE PROGRAM ANNUALLY, OR ABOUT $135,000 OVER <br />A FIVE YEAR CONTRACT. <br />COMMISSIONER SIEBERT FELT IT IS VERY IMPORTANT TO EXPLAIN <br />THE DIFFERENCE BETWEEN A PUBLIC HOUSING AGENCY AND A PUBLIC HOUSING <br />AUTHORITY. <br />MR..REGAN,EXPLAINED THAT A PUBLIC HOUSING AGENCY CAN BE SET <br />UP BY THE BOARD AND THEY CAN APPOINTE THE MEMBERS, BUT IF THE BOARD <br />RECOMMENDED SETTING UP A PUBLIC HOUSING AUTHORITY, THE GOVERNOR WOULD <br />r <br />APPOINT THE MEMBERS. HE NOTED THAT A PUBLIC HOUSING AGENCY HAS MORE <br />FLEXIBILITY THAN A PUBLIC HOUSING AUTHORITY WHICH USUALLY BORROWS <br />MONEY, SELLS BONDS AND DEVELOPS THE PUBLIC HOUSING ITSELF. THE <br />PUBLIC HOUSING AGENCY HELPS PRIVATE DEVELOPERS, AND IN A PUBLIC <br />HOUSING AGENCY PROGRAM, THE UNITS WOULD BE OWNED BY A PRIVATE <br />INDIVIDUAL AND MANAGED BY A PRIVATE INDIVIDUAL. <br />COMMISSIONER SIEBERT NOTED THAT WHEN WE HAVE THE WATER <br />AND SEWER IN, WE HAVE DEVELOPERS HERE WHO WILL GO OUT AND BUILD <br />LOW COST HOUSING UNITS. IF WE ESTABLISH A PUBLIC HOUSING AGENCY <br />AND WORK WITH THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND <br />THE CLEARING AGENCY HAPPENS TO BE MR. REGAN`S OFFICE, THEY CAN <br />ALSO RECEIVE THEIR CERTIFICATION FOR A RENT SUBSIDY THROUGH THAT <br />OFFICE. HE POINTED OUT THAT YOU DO NOT NEED A HOUSING AUTHORITY <br />FOR A PRIVATE DEVELOPER i0 BE ABLE TO DO THIS. <br />f MR. REGAN STATED THAT WE ARE GOING AFTER SECTION S ALLOCATIONS <br />FOR EXISTING UNITS, BUT NOTED THAT THERE IS A PROGRAM WHERE,YOU <br />CAN BUILD A PROJECT USING FHA FUNDS AND IT WOULD BE SUPPLEMENTED <br />WITH SECTION S CERTIFICATION. <br />CHAIRMAN WODTKE DISCUSSED THE STANDARD NUMBER OF DOLLARS <br />THAT WILL BE PAID ON A RENTAL UNIT, AND MR, REGAN INFORMED THE <br />BOARD THAT THERE IS A SCHEDULE ACCORDING TO THE SIZE OF THE UNIT <br />AND SOME OTHER FACTORS, <br />CHAIRMAN WODTKE ASKED WHETHER THE $275.00 PER UNIT•WOULD <br />BE RECEIVED PER UNIT AS THE PROGRAM PROGRESSED OR IN A LUMP SUM. . <br />63 <br />BOOK 34 PA -F. <br />
