ATTORNEY COLLINS STATED THAT HE FELT IT WOULD BE WISE FROM <br />•THE COUNTY'S POINT OF VIEW TO HAVE SOME TRACK RECORDS ON HOW THE <br />PROBLEM IS BEING HANDLED AROUND THE STATE. <br />CHAIRMAN WODTKE INSTRUCTED THAT CONSIDERATION OF THIS <br />AGREEMENT -WITH THE DOT BE PUT ON THE AGENDA FOR THE FIRST MEETING <br />IN .JULY. <br />ATTORNEY COLLINS REPORTED ON MEETINGS IN REGARD TO THE <br />ISSUING OF COUNTY SEWER AND WATER FRANCHISES. HE NOTED -THAT ONE <br />ASPECT'REVOLVED AROUND THE UPGRADING OF THE RULES AND REGULATIONS AND <br />THE OTHER DEALT WITH THE QUESTION OF THE COUNTY GOING INTO THE•WATER <br />BUSINESS AND HOW WE SHOULD TREAT THE EXISTING FRANCHISES, PARTICULARLY <br />WITH REGARD TO THE EXPANSION OF ANY. HE ASKED FOR THE BOARD'S FEELING <br />ON THE IDEA OF SETTING A MORATORIUM FOR A REASONABLE PERIOD OF TIME <br />UNTIL THE COUNTY CAN COME UP WITH A UNIFORM POLICY. <br />COMMISSIONER LOY AGREED THAT THE BOARD SHOULD PROCEED ON <br />THE ASSUMPTION THAT WE PROBABLY WILL HAVE TO INVOKE A MORATORIUM <br />UNTIL WE CAN GET ON MORE FIRM GROUND WITH UPGRADED RULES AND <br />REGULATIONS, BUT SHE PREFERRED THAT IT BE.DONE THROUGH NORMAL CHANNELS <br />RATHER THAN BY AN EMERGENCY ORDINANCE. <br />CHAIRMAN WODTKE NOTED THAT THE .JUDGE'S ORDER IN THE MID <br />FLORIDA SUIT IN REGARD TO SETTING UP STANDARDS OF PROCEDURE, ETC., <br />WOULD REQUIRE THAT WE LOOK VERY CAREFULLY AT ANY FRANCHISE EXPANSION. <br />HE STATED, HOWEVER, THAT HE WOULD WANT TO SET A MORATORIUM ON AN <br />EMERGENCY BASIS ONLY IF IT WERE ABSOLUTELY A DIRE NECESSITY. <br />COMMISSIONER SIEBERT QUESTIONED WHETHER THIS MIGHT NOT <br />BE A DIRE NECESSITY AND IF THERE WAS ANYTHING OF THIS KIND IN THE <br />OFFERING. <br />COMMISSIONER LOY DID NOT BELIEVE THERE WAS AND FELT WE <br />SHOULD JUST LET THE GENERAL PUBLIC KNOW THAT WE ARE CONSIDERING <br />THE POSSIBILITY OF A MORATORIUM. <br />IOTION WAS MADE BY COMMISSIONER SIEBERT, SECONDED BY <br />COMMISSIONER LOY TO AUTHORIZE THE ATTORNEY TO PREPARE AND ADVERTISE <br />A PUBLIC HEARING FOR AN ORDINANCE IMPOSING A MORATORIUM ON THE <br />ISSUING OF NEW WATER AND SEWER FRANCHISES AND EXTENSION OF AREA.OF <br />6 <br />35 fAv, 115 <br />
