EXISTING WATER AND SEWER FRANCHISES. <br />COMMISSIONER SCHMUCKER AGREED THAT THE ATTORNEY SHOULD <br />PREPARE SUCH AN ORDINANCE, BUT DID NOT FEEL IT SHOULD BE ADVERTISED <br />UNTIL THE BOARD CAN REVIEW IT. <br />COMMISSIONER SIEBERT POINTED OUT THAT THIS WOULD ADD <br />ANOTHER TWO WEEKS, AND ATTORNEY COLLINS NOTED THAT HE COULD HAVE <br />THE ORDINANCE READY FOR REVIEW BY THE NEXT MEETING, WHICH WOULD <br />BE WELL AHEAD OF'THE PUBLIC HEARING. <br />COMMISSIONER SCHMUCKER STATED THAT HE WOULD STILL PREFER <br />TO SEE IT BEFORE IT IS ADVERTISED. <br />DISCUSSION AROSE ABOUT TRANSFER OF A FRANCHISE, AND' <br />ATTORNEY COLLINS FELT THAT TRANSFER OF AN EXISTING FRANCHISE SHOULD <br />BE CONSIDERED BY THE BOARD, AND ALSO NOTED THAT THE BOARD WOULD NOT <br />HAVE ANY AUTHORITY TO STOP ANY EXPANSION WITHIN A GIVEN FRANCHISE <br />AREA. <br />COMMISSIONER SCHMUCKER ASKED IF WE ARE GOING TO STOP <br />EVERYTHING UNTIL WE MAKE PLANS FOR THE ENTIRE COUNTY, AND COMMISSIONER <br />SIEBERT NOTED THAT ALL THIS WILL STOP IS CREATING NEW FRANCHISE <br />AREAS AND ENLARGEMENT OF EXISTING FRANCHISE AREAS. <br />COMMISSIONER LOY NOTED THAT WE HAVE NEVER PUT MORATORIUMS <br />ON ANYTHING EXCEPT FOR A SHORT PERIOD OF TIME. <br />COMMISSIONER SCHMUCKER STATED THAT HE STILL WOULD LIKE TO <br />ASK THAT THE BOARD NOT PROCEED WITH ADVERTISING SUCH AN ORDINANCE UNTIL <br />WE WORK OUT MORE DETAILS. HE NOTED THAT WE HAVE BEEN TALKING ABOUT <br />A COUNTY WATER SYSTEM FOR TEN YEARS AND QUESTIONED WHETHER WE HAVE TO <br />TAKE THIS ACTION TODAY. <br />CHAIRMAN VIODTKE POINTED OUT THAT IT WOULD BE FOUR WEEKS <br />BEFORE A HEARING COULD BE HELD, AND IN THE MEANTIME THIS ORDINANCE <br />CAN BE DRAFTED AND WE CAN REVIEW IT AND COMMENT ON IT, <br />THE CHAIRMAN CALLED FOR THE QUESTION. COMMISSIONER SCHMUCKER <br />VOTED IN OPPOSITION. THE MOTION CARRIED. <br />THE HOUR OF 9:30 O'CLOCK A.M.
