<br />THE CHAIRMAN ASKED IF THE BID IS FORA SPECIFIC PERIOD OF
<br />TIME, AND ASSISTANT ADMINISTRATOR NELSON STATED THAT IT IS NOT. HE
<br />SUGGESTED THE BOARD SET A TIME PERIOD OF NOT MORE THAN SIX MONTHS,
<br />AND THEN, SINCE THE SCALES ARE NOW INSTALLED, WE CAN MORE ADEQUATELY
