CHAIRMAN WODTKE STATED THAT BECAUSE OF THE RESIDENTIAL <br />DEVELOPMENT ON SIXTH AVENUE AND THE NEARNESS OF SERO MALL; WHICH <br />WILL MAKE THIS A HEAVILY CONGESTED AREA, HE WOULD HATE TO SEE ANY <br />FURTHER EXPANSION OF COMMERCIAL ZONING IN THIS AREA. THE <br />CHAIRMAN NOTED, HOWEVER, THAT THIS PARTICULAR PROJECT BASICALLY <br />WAS APPROVED, THE TREES HAVE BEEN REMOVED AND THE CONCRETE SLAB <br />POURED, AND HE HAS NO OBJECTION TO THE COMPLETION OF THE PROJECT, <br />HE FELT IT IS VERY UNFORTUNATE THAT THE PROPERTY GOT STARTED IN <br />DEVELOPMENT WITHOUT THE PROPER FINANCIAL BACKING TO BE SURE THAT <br />IT COULD BE COMPLETED BASED UPON THE NON-PROFIT APPROACH THAT <br />WAS TAKEN. <br />COMMISSIONER SIEBERT FELT WE MUST LOOK AT THIS AS IF <br />NOTHING WERE THERE AND DECIDE WHAT IS THE HIGHEST AND BEST USE <br />OF THE PROPERTY. HE CONTINUED THAT IF THIS WERE A NORMAL REZONING <br />REQUEST, HE WOULD FEEL THAT THE REZONING REQUESTED IS NOT PROPER <br />FOR THE AREA. <br />COMMISSIONER Loy CONCURRED WITH COMMISSIONER SIEBERT AND <br />STATED THAT SHE CANNOT BELIEVE THE BEST INTEREST OF THE COMMUNITY <br />IS GOING TO BE SERVED BY ENCROACHING A C-1 DISTRICT INTO AN ALREADY <br />EXISTING R-2 AREA THAT IS FAST DEVELOPING AS RESIDENTIAL. <br />COMMISSIONER DEESON STATED THAT HE WHOLE-HEARTEDLY AGREES. <br />HE FELT THE PROPOSED FACILITY WOULD BE AN ASSET TO THE,YOUNG PEOPLE <br />AS A RECREATIONAL FACILITY, BUT DOES NOT FEEL THIS IS THE PLACE FOR IT. <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />LOT, COMMISSIONER SCHMUCKER ABSTAINED, THE BOARD DENIED THE REZONING <br />TO -C-1 REQUESTED BY FRANK ZORC, <br />COMMISSIONER SCHMUCKER RETURNED TO THE MEETING AT 2:50 <br />O'CLOCK P.M. <br />ATTORNEY COLLINS DISCUSSED WITH THE BOARD A LIST OF <br />PROPERTY OWNERS THAT THE BUILDING DEPARTMENT AND ZONING DEPARTMENT <br />HAVE BEEN CORRESPONDING WITH OVER THE LAST FEW YEARS IN REGARD <br />TO HAZARDOUS STRUCTURES.
