<br />Office of Management and Budget Director Jason Brown explained this request is <br />to approve the interfund borrowing for the County Administration building and the Jail <br />Expansion. He clarified the borrowing is from the sales tax funds to the impact fee fund. <br /> <br />Commissioner Wheeler felt the interfund borrowing for the Jail expansion is being <br />done prematurely. <br /> <br />MOTION WAS MADE by Commissioner Wheeler to <br />deny staff’s recommendations. The motion FAILED for <br />lack of a second. <br /> <br />ON MOTION by Commissioner Davis, SECONDED by <br />Commissioner Bowden, the Board approved (by a vote of <br />3-1 Commissioner Wheeler opposed and Vice Chairman <br />Neuberger absent) interfund borrowing from the Optional <br />Sales Tax Fund (315) to the County Impact Fee Fund <br />(103) and the debt service schedules for each project, as <br />recommended in the memorandum of October 5, 2005. <br /> <br />11.I.1.
