th <br />Public Works Director Jim Davis explained that the extent of the four-laning 27 <br />th <br />Avenue from Oslo to 13 Street SW would provide enough capacity on the link for this <br />development to go ahead. <br />Commissioner Davis expressed his concerns with having roads in place in order to <br />meet capacity and concurrency before building the development. <br /> <br />County Administrator Joseph Baird felt the requirements are fair and the Board <br />should stay with the decision that was made at the previous meeting regarding road concurrency <br />and capacity. <br />Commissioner Davis clarified that when the County does require the developer to <br />build the road, that developer should be able to purchase the capacity that they are building. <br />Jeff Blackstone <br />, Brackett and Company, was concerned with not being able to <br />purchase the use of the improvements after they have been put into place. Mr. Blackstone <br />requested this item be tabled. <br /> <br />th <br />Public Works Director Jim Davis pointed out that, contingent on the 27 Street <br />widening project being approved, the developer could apply for traffic impact fee credits. <br /> <br />Joseph Paladin <br />, Chairman of the Growth Awareness Committee, felt it was <br />inappropriate to talk about changing the ordinance today before being made aware of the <br />repercussions. <br /> <br />Commissioner Davis WITHDREW his motion AND <br />Chairman Lowther WITHDREW his second. <br /> <br />ON MOTION by Commissioner Wheeler, SECONDED <br />by Chairman Lowther, the Board unanimously approved <br />October 11, 2005 23 <br /> <br />
