JOHN GAINES APPEARED AND STATED THAT HE HAS TRIED TO REPAIR <br />THE HOUSE, BUT HAS HAD PROBLEMS EVER SINCE HE MOVED IT AND WAS NEVER <br />ABLE TO GET THE PERMITS NECESSARY TO DO THE WORK. MR. GAINES STATED <br />THAT HE WENT TO SEE THE BUILDING DIRECTOR, MRS. RYMER, AND SHE <br />TOLD HIM HE COULD NOT REPAIR THE HOUSE, ONLY TEAR IT DOWN. THIS HAS <br />BEEN GOING ON SINCE 1970. HE NOTED THAT MR. ADAMS ADVISED HIM NOT <br />TO PUT ANY MORE MONEY IN THE HOUSE, BUT HE POINTED OUT THAT HE <br />ALREADY HAS $8,000 TIED UP IN IT. <br />MR. WALKER INFORMED THE BOARD THAT A PERMIT WAS GRANTED FOR <br />MR. GAINES TO MOVE THE HOUSE TO ITS PRESENT LOCATION. HE NOTED THAT <br />MR. GAINES HAS WORKED ON THE HOUSE, BUT VERY LITTLE AND ON A VERY <br />INCONSISTENT BASIS. MR. WALKER DID AGREE THAT MR. GAINES HAD TAKEN <br />THE OLD STUCCO OFF, BUT NOTED.THAT IN THE MEANTIME, THE WHOLE <br />STRUCTURE HAS DETERIORATED. <br />i <br />MR. GAINES STATED THAT EVER SINCE HE MOVED THE HOUSE THERE, <br />THE ATTITUDE HAS BEEN THAT IT SHOULD COME DOWN. HE WANTED TO GET <br />TEMPORARY ELECTRICITY TO WORK ON THE HOUSE, BUT COULDNIT GET A PERMIT. <br />COMRISSIONER Loy POINTED OUT THAT MR. GAINES WAS NOTIFIED <br />MONTHS AGO, AND MR. GAINES STATED THAT HE HAD NOT RECEIVED ANY NOTICE <br />BEFORE THE ONE HE JUST RECEIVED. HE AGREED THAT THERE IS STILL A <br />LOT OF WORK TO BE DONE ON THE HOUSE, BUT STATED THAT HE IS WILLING TO <br />DO IT IF HE CAN GET A PERMIT. MR. GAINES POINTED OUT THAT THERE <br />ARE CONDEMNATION NOTICES ON OTHER HOUSES THAT HAVE BEEN THERE FOR <br />YEARS AND NOTHING HAS BEEN DONE ABOUT THEM. <br />COMMISSIONER Loy INFORMED MR, GAINES THAT A MONTH AGO THIS <br />BOARD AUTHORIZED THE ADMINISTRATOR TO TEAR DOWN AT LEAST B OR 10 <br />STRUCTURES AND NOTED THAT MR, GAINES IS ONE OF THE FEW WHO HAS HAD <br />EIGHT YEARS TO WORK ON HIS HOUSE. <br />MR. GAINES REITERATED THAT HE HAS WORKED ON IT, BUT <br />COMMISSIONER Loy NOTED THAT HE COULD NOT HAVE WORKED ON IT <br />CONSISTENTLY OR IT WOULD HAVE BEEN DONE BY NOW. <br />MR. GAINES FELT THAT IT IS NOT FAIR TO MAKE HIM TEAR IT <br />DOWN WHEN HE WANTS TO FIX IT UP. <br />35 <br />a 3fj PA''F <br />
