Commissioner Stanbridge commented that a lot of County resources have been dedicated to this problem <br />and she would prefer to see a tangible site plan. <br />Community Development Director Bob Keating felt the Upcoming plan is a good one. This site has been <br />managed very poorly, but about 6 months ago Planning, Public Works, Utilities and Fire staff met with the buyer, Mr. <br />Payne. His site plan will be submitted to the Technical Review Committee on October 31". As soon as any <br />discrepancies found are remedied, the site plan can be approved at staff level. <br />Commissioner Stanbridge noted that the Fire Department will not sign off on this without a site plan. <br />Commissioner Adams felt that the buyer has made a considerable investment and has good intentions. <br />She believed it would be unrealistic to expect the buyer to make any improvements prior to obtaining ownership of <br />the property. <br />ON MOTION by Commissioner Macht, SECONDED by Commissioner Tippin, the Board, by <br />a 4-1 vote (Commissioner Stanbridge opposed) approved a Release of Lien to be <br />delivered to Indian River National Bank Upon payment of $5,000, as recommended by staff. <br />There being no farther business, on Motion duly made, seconded and carried, the <br />Board adjourned at 12:48 p.m. <br />ATTEST: <br />OCTOBER 23, 2001 -3- <br />E.C.B. <br />
