<br />9.A.5.CIRATC <br /> OUNTY NITIATED EQUEST TO MEND HE OMPREHENSIVE <br />PFLUMR±3,088A <br />LAN UTURE AND SE AP BY EDESIGNATING CRES <br />FC-1AG-2(L) <br />ROM TO EGISLATIVE <br />PROOF OF PUBLICATION OF ADVERTISEMENT FOR HEARING IS <br />ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD <br />Community Development Director Bob Keating used a PowerPoint Presentation (copy on <br />file) to present the County’s request on behalf of St. John’s River Water Management District <br />(SJRWMD) to redesignate ±3,088 acres from C-1 Conservation-1, to its previous designation of <br />AG-2, and to rezone from Con-1 on the land use map, to its previous zoning district of A-2. The <br />P&Z Commission recommended, by a 4-1 vote, that the Board approve submittal to the <br />Department of Community Affairs. He addressed a concern that this property serves as an <br />impediment to the City of Fellsmere to annex to the south and expand further. He also mentioned <br />that the C-1 land use designation applies only to publicly owned conservation, and that staff <br />consider this as a swap of land between St. Johns River Water Management District and private <br />property owners. <br /> <br />Director Robert Christenson, <br /> SJRWMD, displayed maps and gave a brief overview of <br />what SJRWMD’s basic goals are: He explained the conditions that apply to the land <br />purchase/exchange agreements they entered into with private property owners and the conditions <br />of the agreements. <br /> <br />The Board posed questions to Mr. Christenson regarding this project. <br /> <br />Joseph Paladin, <br />Chairman of the Growth Awareness Committee, had questions regarding <br />annexation by the County and the City of Fellsmere. <br /> <br />October 24, 2006 <br />43 <br /> <br /> <br />
