<br />Attorney Collins <br />clarified that Cities annex property, not the County, and it has to be <br />contiguous to a municipality. <br /> <br />Discussion ensued regarding annexation. <br /> <br />Dr. Richard Baker <br /> displayed a map that SJRWMD presented at the Land Advisory <br />Acquisition Committee (LAAC) showing the area under SJRWMD, and the property owned by <br />the City of Fellsmere. He felt this was more important than moving the urban service area line <br />because this project may determine whether the urban service area could be moved later. He <br />believed there needs to be more dialogue between SJRWMD and the County. He saw Brevard <br />County benefiting from this project, and he believed this water definitely needed to be saved for <br />the County. <br /> <br />Discussion ensued. <br /> <br />David Cox <br />said he would like to encourage SJRWMD and the Indian River Lagoon North <br />County Feasibility Study to consider restoring the west prong of the Sebastian River to what it was <br />before. <br /> <br />th <br />Al Baldwin <br />, 4740 47 Court, Vero Beach, questioned why a matter of this importance <br />never had a workshop. <br /> <br />Discussion continued. <br /> <br />Peter O’Bryan, <br /> County Commissioner Candidate for District 4, was concerned the County <br />was giving up a limited type of environmental land to acquire more fresh water. He felt they are <br />losing diversity and important habitat in that ten-mile area. He shared Commissioner Bowden’s <br />concern regarding where the water was going to be distributed.
