<br /> <br />Brian Atkinson <br />, 13055 N. Indian River Drive, was opposed to the proposal, saying the <br />lien that would be placed on his property would be a burden and he has no need for this service. <br /> <br />Roger Birt <br />, 13155 N. Indian River Drive, handed out a petition from residents against this <br />project. He urged the Board to look at redesigning the project or denying the request because they did <br />not want to see the roads torn up and they did not need the water. <br /> <br />Chairman Neuberger recalled that initially the majority of people were for the project and <br />now they seemed to have changed their minds. He sought legal opinion as to how this would now affect <br />the project, and whether it becomes a moot point now that the majority does not want it. <br /> <br />Attorney Collins referred to page 478 of the backup that showed they never had a majority <br />and page 470 of the backup where it seemed they had more support. He said, in actuality, they never had <br />a majority. <br /> <br />Discussion ensued on whether staff had a majority supporting the project. Director <br />Chastain assured concerned residents that driveways would not be torn up and the County would take <br />care of any complaints. <br /> <br />Judy Turner <br />, 13660 N. Indian River Drive, who owns property south of Roseland Road, <br />favored the project saying water is a necessity and this opportunity does not always come along often. <br />Commissioner Davis asked where the water line came from that provides water to the <br />Inlets of Sebastian. Mr. Chastain responded that it comes from North Central, in through the <br />development, and along the frontage of property on Indian River Drive. In response to another question <br />from Commissioner Davis on whether there currently was a water main north/south along Central <br />Avenue and how far north and south it goes, Mr. Chastain affirmed there is, saying it inter-connects at <br />Roseland Road and runs all the way south to the north of Sebastian City limits. <br /> <br />October 3, 2006 <br />36 <br /> <br />
