Mr. Paladin commented that if the Board decided to solve this matter they would need to look at <br />the big picture like Highway 1 (U.S.1) and make a package deal out of it. He could not support the idea of <br />not being paid interest on the money advanced and felt the County should hold on to its money because <br />they were going to need it once they start building roads. He felt the Board needed to consider all the <br />parameters and keep an open mind towards “crawls” because that was the only way they were going to <br />answer all these questions. <br /> <br />Bob Swift <br />, 6450 Glendale Road, questioned comments that there was one link that <br />currently exceeds capacity. He stated that the County’s definition of capacity was too low and that the <br />Chairman Neuberger <br />roads can carry more cars than its capacity limitations indicate. informed him <br />Mr. Swift <br />they were talking about capacity at the County’s level of service and not at gridlock. <br />concluded asking the Board to take a long look before they make any decisions. <br /> <br />Richard Bialoski <br />, Oyster Shell Lane, Vero Beach, suggested the Board give the State <br />time to respond and then have a conference or workshop about “crawls” with consultants, traffic <br />engineers and transportation planners. <br /> <br />Donna Keys <br />, Planning & Zoning Commission Chairperson, asked the Board for <br />guidelines on what to do when the next project comes up before Planning & Zoning regarding counting <br />trips, despite any decision made. <br /> <br />October 3, 2006 <br />53 <br /> <br />
