Commissioner O'Bryan wondered if the distances provided were sufficient on <br />Recommendation No. 15, "Prohibit any excavation, stockpile, on-site haul road, or proposed <br />ditch from being located closer than 100 feet from an existing, historical and a naturally <br />occurring on-site jurisdictional wetland or within 300 feet of such a wetland located off-site." <br />meetings. <br />Director Boling responded that both distances had been discussed in workshop <br />Mr. Cramer informed the Board that Recommendations No. 8, 10, 13, 13.A., and <br />14 were already required by the SJRWMD. On Recommendation No. 11, "...require testing for <br />soils contamination in proposed excavation and stockpile areas...", he asked for more specific <br />language so applicants would know for what they were testing. <br />Mr. Cramer noted that on Recommendation No. 12, "...require assessment of <br />location, depth, thickness, and extent of the confining layer...", the only assessment which could <br />be made would be to determine where the top of the Hawthorn layer is; one would not want to <br />bore a bole into it, thus creating another irrigation well. <br />On Recommendation No. 15, "Prohibit any excavation, stockpile, on-site haul <br />road, or proposed ditch from being located closer than 100 feet from an existing, historical and a <br />naturally occurring on-site jurisdictional wetland or within 300 feet of such a wetland located <br />off-site.", Mr. Cramer felt that PZC and staff were creating an unnecessary regulation, as an <br />applicant was already making mitigation attempts to protect the wetlands with their mining <br />plans. <br />Mr. Cramer commented on Recommendation No. 15.A., "...use of clay material <br />`barrier walls' and other techniques...".
