0 <br />M. <br />HE STATED THAT THE FACILITY SHOULD BE ECONOMICAL, PLEASING, AND ALSO <br />MUST TAKE INTO CONSIDERATION ACCESS FOR THE HANDICAPPED. HE NOTED <br />THAT INDIAN RIVER COUNTY IS A SMALL, FRIENDLY COUNTY AND FELT THE DESIGN <br />MUST REFLECT THAT FEELING. <br />CHAIRMAN WODTKE INQUIRED ABOUT A TIME FRAME AS TO WHEN THEY <br />WOULD BE ABLE TO COME BACK BEFORE THE BOARD WITH RECOMMENDATIONS. <br />MR. LITTLE STATED THAT THEY PREPARED THE STUDY FOR THE CITY <br />OF MIAMI WITHIN FIVE WEEKS DUE TO THE URGENCY OF THE SITUATION, AND HE <br />FELT THAT, BECAUSE THEY WOULD BE WORKING IN A TEAM EFFORT WITH .JOHN <br />SCHLITT'S OFFICE, THEY SHOULD BE ABLE TO GET BACK TO THE BOARD IN FOUR <br />TO FIVE WEEKS WITH THE FIRST REPORT. MR. SING POINTED OUT THAT IN DOING <br />THIS TYPE OF PROGRAM FOR THE CITY OF MIAMI AND THE STATE, THEY HAVE <br />ALREADY DEVELOPED A PROCEDURE AND BECAUSE OF THIS, FEEL THEY COULD DO <br />THE STUDY EVEN MORE QUICKLY. <br />COMMISSIONER LOY ASKED IF THEY HAVE ACCESS TO ANY PLANS OF <br />THE HOSPITAL AND IF THEY HAVE HAD THE OPPORTUNITY TO GO THROUGH THE <br />BUILDING. <br />MR. LITTLE STATED THAT THEY HAVE BEEN THROUGH THE HOSPITAL <br />BUILDING TWICE AND NOTED THAT MR. SCHLITT IS VERY FAMILIAR WITH THE <br />FACILITY AND HAS MOST OF THE INFORMATION WHICH THEY NEED TO START <br />ADDRESSING THE PROJECT, WHICH THEY FEEL IS A TREMENDOUS ADVANTAGE, <br />ADMINISTRATOR JENNINGS INQUIRED AS TO HOW THEY WOULD DO AN <br />ESTIMATE ON REMODELING AS OPPOSED TO CONSTRUCTING A NEW BUILDING IN <br />ORDER TO PROJECT THE NEEDED FEDERAL FUNDS, <br />MR. LITTLE STATED THAT THEY FIRST HAVE TO IDENTIFY WHERE <br />THE MODIFICATIONS WOULD TAKE PLACE AND THE EXTENT OF THEM, AND THEN COULD <br />COME UP WITH BUDGET PRICES. HE NOTED THAT YOU DO NOT WANT TO SPEND <br />TOO MUCH ON DESIGN COST BEFORE YOU ESTABLISH FUNDING. <br />COMMISSIONER SIEBERT ASKED WHAT IS "LIFE CYCLE COSTING?" <br />MR. LITTLE EXPLAINED THAT IT IS THE PROCESS OF EVALUATING <br />SYSTEMS AND MATERIALS IN THE BUILDING BASED ON THEIR LIFE EXPECTANCY <br />AND DETERMINING WHETHER ONE SYSTEM IS MORE BENEFICIAL THAN ANOTHER ON <br />THAT BASIS. <br />COMMISSIONER SIEBERT ASKED THEIR OPINION OF THE STRUCTURAL <br />CONDITION OF THE OLDEST WING OF THE HOSPITAL. <br />r �, <br />3 <br />V09 36 FAuE 45 <br />
