CONSTRUCTION COSTS ARE MONITERED IN THE VICINITY OF THE PROJECT, THEY <br />HAVE OFFICES ALL OVER FLORIDA; THEY HAVE A HIGH SPEED COMPUTER; AND <br />THEY WILL HAVE NO DIFFICULTY IN .PROVIDING SUFFICIENT STAFF. MR. COWLE <br />THEN DISCUSSED PROBLEMS AT THE HOSPITAL FACILITY AND DISPLAYED -PICTURES <br />OF WATER ON THE ROOF AND WATER DAMAGE, HE DISCUSSED WHAT CAN BE USED <br />AND HOW IT CAN BE CONVERTED, DETAILING WHAT EQUIPMENT CAN BE USED' <br />THE COMMUNICATIONS SYSTEMS, ELECTRICAL SYSTEMS, ETC. HE NEXT DISCUSSED <br />THE PRESENT AIR CONDITIONING SYSTEM WHICH CAN BE CHANGED TO FUNCTION <br />MORE ECONOMICALLY. MR. COWLE CONTINUED TO DISCUSS THE HEATING AND <br />COOLING SYSTEMS TECHNICALLY AND IN DETAIL, EXPLAINING HOW IT WOULD BE <br />POSSIBLE TO OPERATE THEM MORE.EFFICIENTLY. <br />MR. COWLE INFORMED THE BOARD THAT HIS FIRM COMPLETED OVER ICD <br />RENOVATION PROJECTS IN THE LAST YEAR AND RECEIVED AN AWARD FROM NASA <br />FOR THEIR OUTSTANDING WORK. HE CONTINUED THAT THEY DID A FLORIDA <br />STANDARDIZATION STUDY, AND THE DADE CITY BOARD OF COMMISSIONERS ADOPTED <br />THE STUDY AND IMPLEMENTED THE IMPROVEMENTS THE SAME YEAR. THEY DID A <br />SIMILAR SURVEY FOR PASCO COUNTY, WHICH HAD OFFICES AND AGENCIES LOCATED <br />ALL OVER THE PLACE, AND RENOVATED THE COURTHOUSE IN PUTNAM COUNTY. <br />THEY HAVE, IN ADDITION, DONE WORK FOR THE LAUNCH CONTROL CENTER AND <br />FOR THE NAVY FACILITIES COMMAND. <br />MR. COWLE NOTED THAT THEY HAVE VERY REFINED EQUIPMENT.TO <br />DETECT ENERGY WASTING AREAS. THEY ALSO HAVE A SYSTEM WHERE THEY CAN <br />PHOTOGRAPH AND RECORD THE ENTIRE BUILDING AND THEN ANALYZE EVERY ASPECT <br />OF THE FACILITY. <br />COMMISSIONER Loy INQUIRED ABOUT THE TIME FRAME FOR SUCH A <br />STUDY. <br />MR. COWLE FELT THEY COULD ACCOMPLISH THE PRELIMINARY STUDY <br />IN A PERIOD OF TWO TO•THREE MONTHS. MR..COWLE FELT THE SPACE STUDY <br />IS THE MOST IMPORTANT PART OF THE PROGRAM BECAUSE THEY MUST KNOW WHO <br />. .. <br />GOES WHERE BEFORE THEY GET INTO THE DESIGN. HE STATED THAT THERE ARE <br />6 MAJOR THINGS THAT NEED TO BE DONE WITH THE ROOF, BUT KNEW OF NO MAJOR <br />STRUCTURAL PROBLEMS OTHERWISE. <br />COMMISSIONER LOY ASKED IF THEY HAVE EVER RENOVATED A HOSPITAL <br />INTO AN OFFICE.BUILDING, AND MR.
