WITH A DEVELOPER, EARL PADGETT, RECOMMENDED THAT AN AREA OF SOUTH BEACH <br />BE DOWNGRADED TO MULTIPLE DWELLINGS. THIS REQUEST WAS DENIED BY THE <br />COUNTY COMMISSION AND THE VOTE WAS 4 TO 1. MR. CRAWFORD NOTED THAT AT <br />THAT MEETING, MR. SIEBERT STATED THAT IF THE PROJECT WERE APPROVED, <br />SHE WAS AFRAID IT WOULD ALTER THE FACE OF THE WHOLE COUNTY AND SAID, <br />SEE IT AS A STEP FOR MORE CONDOMINIUMS, AND THE SINGLE FAMILY <br />DEVELOPMENTS WILL FALL BY THE DOMINO THEORY." MR. CRAWFORD STATED THAT <br />THE PROPOSED CHANGE IS NOTHING BUT ILL DISGUISED SPOT ZONING FOR THE <br />PURPOSES OF ONE DEVELOPER, WHO FOR THE SECOND TIME IN FIVE YEARS HAS <br />TRIED TO INVADE THE SOUTH BEACH AREA FOR HIS OWN FINANCIAL GAIN. HE <br />STATED IF THE CHANGE IS APPROVED, THERE WILL BE DEVELOPERS SITTING LIKE <br />VULTURES ON A RIDGE POLE WAITING TO DEVOUR THE DEFENSELESS BODY OF <br />SOUTH BEACH. MR. CRAWFORD NOTED THAT FROM SEBASTIAN BEACH TO THE <br />SOUTH COUNTY LINE IS ABOUT 20 MILES, AND, WITH THE EXCEPTION OF SEVERAL <br />SMALL AREAS, IT IS IMULTI-FAMILY AND COMMERCIAL. THEY ARE JUST ASKING <br />TO KEEP ONE VERY SMALL AREA AS PRESENTLY DESIGNATED. MR. CRAWFORD <br />STATED THAT THEY HAVE TAKEN THE CONTEMPLATED RAVISHMENT OF THE AREA <br />SO SERIOUSLY THAT THEY BANDED TOGETHER TO FIGHT IT AND WILL CONTINUE <br />TO.FIGHT IT THROUGH THE COURTS IF NECESSARY. HE STATED THEY WOULD <br />NOT ASK THE COMMISSION TO DEFEAT THIS MEASURE UNLESS THEY THOUGHT IT <br />WAS A DETRIMENT TO THE COUNTY AS A WHOLE. MR. CRAWFORD THEN INFORMED <br />THE BOARD THAT THEY HAVE EMPLOYED A PLANNER, THE FIRM OF BARKER, <br />OSHER & ANDERSON, TO MAKE A SURVEY OF THE ENTIRE COUNTY AT THEIR OWN <br />EXPENSE. <br />ATTORNEY CLEM CAME BEFORE THE BOARD REPRESENTING THE PROPERTY <br />OWNERS ASSOCIATIONS. HE INTRODUCED RICHARD ORMAN.OF BARKER, OSHER & <br />ANDERSON, NOTHING THAT HE HAS A PHD IN METROPOLITAN PLANNING AND HAS <br />BEEN A CITY PLANNER. HE STATED THAT DR. ORMAN IS VERY ACTIVE IN THE <br />PLANNING FOR THE COMPREHENSIVE PLANS OF COMMUNITIES UP AND DOWN THE EAST <br />COAST OF FLORIDA. <br />RICHARD ORMAN OF NORTH PALM BEACH CAME BEFORE THE BOARD AND <br />HANDED TO THE CLERK FIVE COPIES OF THEIR WRITTEN REPORT FOR THE RECORD. <br />DR .ORMAN STATED THAT THEY DID SURVEY THE ENTIRE COUNTY ON A NUMBER <br />M1 <br />OF ISSUES, BUT THEIR MAIN FOCUS WAS ON THE BEACH.
