HE STATED THAT THEY <br />ECONCLUDE THAT IT IS NOT IN THE BEST INTEREST OF THE SOUTH BEACH OR THE <br />- COUNTY AS.A WHOLE TO MAKE THE CHANGES PROPOSED. IN REGARD TO THE STUDY <br />CALLED "THE COST OF SPRAWL," HE AGREED YOU CERTAINLY DON'T WANT THE <br />WHOLE OF INDIAN RIVER COUNTY TO BE ON A SINGLE FAMILY BASIS, BUT DID <br />NOT FEEL A STUDY THIS EXTENSIVE CAN APPLY TO THE SMALL NEIGHBORHOOD <br />OF SOUTH BEACH. HE NOTED THAT MR. BRENNAN'S REPORT TO THE COMMISSION <br />EMPHASIZED THE IMPORTANCE OF THE 17TH STREET BRIDGE IN CREATING ACCESS <br />AND A NEED FOR MORE COMMERCIAL IN THE BEACH AREA. DR. ORMAN POINTED OUT <br />THAT BRIDGES, LIKE ROADS, GO BOTH WAYS AND FELT CERTAIN THERE WILL BE <br />MORE GOING FROM THE ISLAND TO THE MAINLAND TO SHOP THAN THE REVERSE. <br />DR. ORMAN THEN ADDRESSED THE BOARD'S RESPONSIBILITIES UNDER <br />THE COMPREHENSIVE PLANNING ACT. HE STATED THIS PLAN IS, IN FACT, <br />LAND USE LAW FOR THE COUNTY AND IF YOU ADOPT IT, YOU CANNOT ADOPT CHANGES <br />THAT VIOLATE IT. THE LAND USE LAW IS THE LAND USE MAP YOU ADOPT. <br />ORMAN CONTINUED THAT HE DOES NOT FEEL ANY DATA HAS BEEN PRESENTED TO THE <br />COMMISSION WHICH SUBSTANTIATES THE CHANGES THAT HAVE BEEN REQUESTED. <br />HE THEN.DISCUSSED GOOD PLANNING PRACTICES AND FELT THERE WERE QUITE A <br />FEW STEPS OF GOOD PLANNING PRACTICES THAT HAVE NOT BEEN FOLLOWED, HE <br />STATED IF YOU DETERMINE LAND USE BEFORE YOU DETERMINE THE ENTIRETY, <br />YOU DO NOT HAVE A GOOD STRUCTURE TO WORK ON AND FELT THE CART IS A <br />LITTLE BIT BEFORE THE HORSE AS FAR AS PLANNING PROCESSES ARE CONCERNED. <br />DR. ORMAN THEN DISCUSSED EXHIBIT 2, A SITE ANALYSIS OF SEA GROVE, <br />NOTHING THAT THE AREA CLOSE TO THE RIVER HAS MANGROVE AND IS VERY <br />•STRINGENTLY CONTROLLED AS FAR AS DEVELOPMENT GOES. HE ALSO NOTED THAT <br />THE S FOOT LINE OF FLOOD HAZARD AREA TAKES IN SUBSTANTIALLY THE WHOLE <br />AREA WEST OF A -1-A AND A PORTION ON THE EAST. DR. ORMAN STATED THAT <br />IF A DECISION WERE MADE TO ALLOW 8 TO 10 UNITS PER ACRE, THAT CLUSTER <br />WOULD PROBABLY LOOK LIKE 24 TO 30 UNITS PER ACRE, AND IT WOULD END UP <br />LOOKING LIKE FT. LAUDERDALE. HE THEN INTRODUCED CHARLES.
