p <br />1 • <br />hurricane. You are also aware of the logistical problems that will <br />occur in evacuating the barrier island in the face of an approach- , <br />Ing hurricane. You should be aware of the adverse impacts of increas. <br />ed acreage of pavement, rooftops and other structures that will <br />Increase rainfall runoff and reduce recharge into the ground. Fresh <br />pater for lawns is already reaching critical shortages on the barrier <br />Island. <br />It is incumbent upon governments and governmental agencies_at <br />all levels-- federal,state, and local-- to do all that can be done <br />to protect barrier islands, and at the same time, not to take actions <br />that would increase adverse environmental impacts on these islands. <br />The action being considered here today to increase"the number of <br />units and people and paving on the south beach barrier island is not <br />consistent with such a policy. <br />As a result of the President's environmental message and policies, <br />federal actions in the future --whether they be of a permittin3 nature, <br />or matching funds or subsidies, or whatever, will be scrutinized <br />, <br />beforehand to see if they are in effect encouraging development of <br />barrier isl4nds. In those cases where it can be shown the project <br />will encourage increased develoriment, no -federal funds will be forth- <br />coming. This means bridges, sewage treatment plants, water lines, <br />flood insurance, housing subsidies, the the whole gamut of federal <br />programs that formerly encouraged barrier island development. <br />We certainly are going to have increased -rorth and increased <br />Population on the south bench area of the barrier island under the <br />OCT 2 61978 . <br />I <br />
