f <br />t <br />^. S <br />STATEMENT OF PELICAN ISLAND AUDUBON SOCIETY <br />PRESENTED AT PUBLIC HEARING ON PROPOSED MASTER PLAN REVISION NOS. 7 & 9 <br />�I am Capt. Howard Moore, Vice President, -Pelican Island Audubon Soc.) <br />The Board of Directors -of Pelican Island Audubon Society has <br />voted to oppose any changes in density or land use in Areas 7 afid 9 <br />on the County Master Plan. Our primary reason for opposing these <br />Changes is because of their location on the Barrier Island. If <br />theee areas were located on the mainland in an otherwise comparable <br />situation we would*not abject to a change from loss to medium density, <br />so long as environmental considerations showed no adverse impact. <br />Pats we hold that an increase in density anywhere on the barrier island <br />is not in the best interests of this county. <br />In his 1977 Environmental Message, the <br />President of the United <br />States expressed concern over the rapidly increasing development of <br />the barrier islands alonZ our Atlantic and Gulf coasts, and he. <br />directed the Secretary of the Interior,'in consultation with the <br />Secretary of Commerce, the Council on Environmental Quality, and <br />'state and local officials to develop an effective plan for protect <br />$ Ing the islands. The Hcritage Conservation and Recreation Service <br />(formerly the Bureau of Outdoor Recreation) was given the lead agency <br />task of drawing up a reports and a draft copy of this report appear- <br />. , <br />ed this past summer. <br />I believe that you are all aware of the -value of the Barrier <br />Island as a physical structure that protects the Indian River and <br />the maialand from the direct onslaught of ocean forces during a <br />OCT 2 61978 - <br />
