HE ALSO NOTED THAT THERE UNDOUBTEDLY ARE OTHER <br />PROPERTY OWNERS WHO MAY HAVE DIFFERENT OPINIONS. <br />ON MOTION BY COMMISSIONER SCHMUCKER, SECONDED BY COMMISSIONER <br />SIEBERT, THE BOARD UNANIMOUSLY CLOSED THE PORTION OF THE PUBLIC HEARING <br />PERTAINING TO ITEM #9. <br />COMMISSIONER Loy STATED THAT SHE WOULD REQUEST THAT THE BOARD <br />BE ALLOWED A CHANCE TO DIGEST THE MATERIAL PRESENTED TODAY. <br />ON MOTION BY COMMISSIONER Loy, SECONDED BY COMMISSIONER SIEBERT, <br />THE BOARD.UNANIMOUSLY INSTRUCTED THAT THE FINAL DECISION IN REGARD TO <br />ITEM #9 BE PLACED ON THE AGENDA OF THE NOVEMBER IST MEETING AT 3:30 <br />01CLOCK P.M. <br />THE BOARD THEREUPON RECESSED FOR LUNCH AT 12:10 O'CLOCK P.M. <br />AND RECONVENED AT 1:30 O'CLOCK P.M. WITH THE SAME MEMBERS PRESENT, <br />THE CHAIRMAN ANNOUNCED THAT THE BOARD AT THIS TIME WOULD <br />CONSIDER ITEM #5 AS ADVERTISED, WHICH ITEM WAS HELD OVER FROM 11:00 A.M. <br />PLANNING DIRECTOR REDICK STATED THAT THIS AREA EXTENDS FROM <br />NORTH OF ROSELAND ROAD ON HIGHWAY I DOWN TO THE CITY LIMITS OF SEBASTIAN <br />AND OVER TO THE WEST. THE.PROPOSALS ARE THAT AT THE NORTH END, THE <br />PUBLIC, SEMI -INSTITUTIONAL AREA BE EXPANDED TO THE WEST AND ACROSS THE <br />ROAD INTO THE LOWER DENSITY AREA. HE FELT IT WAS THOUGHT THERE WOULD <br />BE SOME CLINICS AND QUASI-GOVERNMENTAL•USES IN THAT AREA. SOUTH OF <br />THIS, THERE IS A SMALL COMMERCIAL AREA. MR. REDICK NOTED THAT THE <br />ZONING IN THE CITY OF SEBASTIAN ADJACENT TO THIS IS R-2 AT THIS TIME. <br />THERE HAS BEEN A CHANGE.FROM MEDIUM DENSITY TO LOW DENSITY SOUTH OF <br />ROSELAND ROAD. THE AREA WEST OF THE RAILROAD AND THE ENVIRONMENTALLY <br />SENSITIVE AREA EAST OF THE EXTENSION OF SEBASTIAN, HAS NOT BEEN CHANGED, <br />BUT THE REMAINDER HAS BEEN CHANGED FROM MEDIUM DENSITY TO AGRICULTURAL. <br />THE SEBASTIAN AREA SOUTH OF THIS IS R-1. REASONS FOR THE RECOMMENDATION <br />WERE THAT THERE WAS EXCESSIVE COMMERCIAL AREA TO THE NORTH OF SEBASTIAN. <br />SECONDLY, THERE WAS A PUBLIC NEED FOR THE EXPANDED QUASI -PUBLIC AREA <br />a <br />EAST OF THE HOSPITAL AND'THE AREA ALONG THE RIVER THERE IS CURRENTLY <br />IN MEDIUM DENSITY. <br />MR. REDICK STATED THAT THE OBJECTIONS TO THIS PROPOSAL <br />ESSENTIALLY WERE THAT THE LAND HAD BEEN PURCHASED AND ZONED FOR <br />COMMERCIAL ACTIVITY ALONG U.S. I AND THERE HAVE BEEN NO PARTICULAR <br />4 <br />25 <br />OCT 2 6 1978 37m. <br />
