COMMISSIONER LOY ASKED IF ATTORNEY O'NEIL WAS AWARE OF THE <br />ZONING BOARD'S EFFORT TO REDUCE THE AMOUNT OF INDUSTRIAL ZONING IN THE <br />ENTIRE COUNTY. <br />MR. O'NEIL STATED THAT ACTUALLY THEY WOULD SETTLE FOR THE <br />COMMERCIAL USE TO BE CONTINUED OUT THERE. <br />4 <br />PLANNING DIRECTOR REDICK INFORMED THE BOARD THAT SINCE THE <br />HEARING, THERE HAVE BEEN PERMITS ISSUED AND THE HERCULES PECTIN PLANT <br />IS MOVING INTO THAT AREA. HE NOTED THAT FACT WAS NOT AVAILABLE TO THE <br />PLANNING & ZONING COMMISSION WHEN THEY MADE THEIR DECISION. <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />DEESON, THE BOARD UNANIMOUSLY CLOSED THE PORTION OF THE PUBLIC HEARING <br />RELATING TO ITEM #12. <br />COMMISSIONER SIEBERT STATED IN VIEW OF THE EXISTING INDUSTRIAL <br />SITE THERE AND THE ONE THAT IS COMING INTO EXISTENCE, HE REALLY HAS NO <br />OBJECTION AND BELIEVES THE PARCEL ATTORNEY O'NEIL IS REFERRING TO IS <br />ONE OF THE BETTER LOCATED PARCELS IN THE COUNTY FOR AN INDUSTRIAL SITE. <br />HE STATED THAT HE WOULD LIKE TO HAVE SOME CONSIDERATION GIVEN TO <br />CHANGING THE LANDFILL SITE TO PUBLIC OR SEMI-PUBLIC INSTITUTIONAL. <br />HE NOTED THAT THIS WOULD REDUCE THE TOTAL AMOUNT OF INDUSTRIAL ACREAGE, <br />AND SECONDLY, HE FELT THE LANDFILL SERVES AS A BUFFER BETWEEN INDUSTRIAL <br />AND THE AGRICULTURAL SITES AND HE WOULD HATE TO THINK IT IS GOING TO <br />BECOME AN INDUSTRIAL SITE IN THE FUTURE. <br />COMMISSIONER SCHMUCKER FELT IT MIGHT BE NECESSARY TO HAVE <br />INDUSTRIAL ZONING TO OPERATE THE LANDFILL. <br />PLANNING DIRECTOR REDICK STATED THAT IT IS NOW ZONED AGRI- <br />CULTURAL AND ACTUALLY ANY NECESSARY PUBLIC SERVICE CAN GO INTO ANY <br />DISTRICT. HE DID NOT FEEL THERE WOULD BE ANYTHING WRONG WITH PUBLIC <br />OR SEMI-PUBLIC INSTITUTIONAL ZONING. <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />SCHMUCKER, THE BOARD UNANIMOUSLY AGREED THAT THE AREA TO THE NORTH OF <br />THE LANDFILL SITE, WEST OF RANGE LINE ROAD, SOUTH OF OSLO ROAD OUT <br />TO I-95, BE CHANGED TO INDUSTRIAL AND THAT THE COUNTY LANDFILL SITE <br />BE.CHANGED TO PUBLIC, SEMI-PUBLIC INSTITUTIONAL. <br />ATTORNEY COLLINS INFORMED THE BOARb THAT HE SAW NO REASON <br />WHY THEY COULD NOT CONSIDER ALL THE REMAINING ITEMS ONE AFTER THE <br />35 <br />OCT 2 01978 18 <br />,.A <br />
