OPPOSITION TO THE PROPOSAL ARGUED THAT THERE ALREADY IS SUFFICIENT <br />COMMERCIAL AREA FOR THE POPULATION THAT EXISTS AND AN INSUFFICIENCY OF <br />PUBLIC FACILITIES TO SUPPORT THE ADDITIONAL POPULATION THAT WOULD RESULT. <br />MR. REDICK STATED THAT THE PLANNING AND ZONING COMMISSION CHANGED THE <br />,,ORIGINAL PROPOSAL. BY MOVING THE COMMERCIAL AREA SLIGHTLY TO THE NORTH, <br />REDUCING IT SOMEWHAT IN SIZE, AND ADDING A MEDIUM DENSITY SOUTH OF <br />THE COMMERCIAL AREA AS A BUFFER BETWEEN THAT AND THE SINGLE FAMILY. <br />THE PLANNING AND ZONING COMMISSION RECOMMENDED ON A 4 TO I VOTE THAT THIS <br />PROPOSAL BE ACCEPTED. <br />CHAIRMAN WODTKE ANNOUNCED THAT EARL PADGETT, WHO INSTITUTED <br />THE PLAN FOR THE PROPOSED REZONING, WILL MAKE HIS PRESENTATION. <br />EARL PADGETT INFORMED THOSE PRESENT THAT SEVERAL YEARS AGO <br />THE COUNTY HIRED ADLEY AND ASSOCIATES TO MAKE A COMPREHENSIVE MASTER <br />PLAN FOR THIS COUNTY, AND IT WAS THEIR PROFESSIONAL OPINION AND <br />RECOMMENDATION THAT THIS PROPERTY BE MULTIFAMILY. THIS PAST FEBRUARY, <br />THE ZONING BOARD AND PLANNING OFFICE ALSO RECOMMENDED THIS BE MULTI- <br />FAMILY WITH A SMALL COMMERCIAL AREA. MR. PADGETT STATED THE COMMERCIAL <br />AREA WOULD CONSIST OF A FEW BOUTIQUE TYPE SHOPS AND A FEW OFFICES AND <br />WOULD BE AN ASSET TO THE AREA. HE NOTED THAT -THERE ARE MANY RUMORS <br />ABOUT HIS ALREADY HAVING SIGNED A CONTRACT WITH A SUPERMARKET, WHICH <br />IS A WILD RUMOR WITH ABSOLUTELY NO BASIS. MR. PADGETT STATED THAT HE <br />WOULD NOT JEOPARDIZE SEA GROVE BY PUTTING IN ANYTHING OFFENSIVE AND <br />FELT THAT A SUPERMARKET, OR ANYTHING OF THAT TYPE, WOULD BE OFFENSIVE. <br />HE STATED THAT HE IS DETERMINED TO CREATE A FINE DEVELOPMENT THAT WILL <br />BE AN ASSET TO THE COMMUNITY AND HE GETS NOTHING BUT OBJECTION AND <br />HARRASSMENT. HE STATED THAT THE PEOPLE WHO OPPOSE HIS PLAN KNOW <br />NOTHING OF WHAT IS PLANNED, AND THEY DON T WANT TO KNOW; THEY JUST <br />ENJOY THEIR BLIND OPPOSITION. MR. PADGETT THEN QUOTED FROM A LETTER <br />WRITTEN BY R. E. GOODING, A RESIDENT OF THE BILLOWS WHO HAS PURCHASED <br />A LOT IN SEA GROVE, WHICH READS IN PART AS FOLLOWS: <br />"WE WERE MOST CONCERNED WITH YOUR INTENTION TO REZONE PARTS <br />OF SEA GROVE AND BY THE COMMENTS OF PEOPLE IN THE AREA. AFTER MEETING <br />AND DISCUSSING THIS WITH YOU, I AM CONFIDENT YOUR PLANS FOR SEA GROVE <br />WILL ENHANCE NOT ONLY SEA GROVE BUT THE ENTIRE CITY OF VERO BEACH. <br />THE INTEREST OF THE PUBLIC WILL BEST BE SERVED BY PERMITTING MULTIPLE <br />5 <br />OCT 2 01978 <br />r x. <br />
