Henry Muller, 7355 35th Court, asked if he could get building permits to build on <br />his fourteen (14) lots. He emphasized that an individual's lot should have as much consideration <br />as the major builders' lots. <br />Discussion ensued as the Board questioned Mr. Muller about his concerns regarding <br />lots, vesting, concurrency, building permits and the pending ordinance. <br />Chairman Wheeler announced that the Board would make their decision today. He <br />also expressed that the Board was very interested in getting the roads built as they were looking at <br />three years to solve the problem and four years to see their improvements. <br />Gene Lessard felt that vesting should be at the time of permit and wanted the Board <br />to know that "the smaller builder has a right to exist". <br />Peter Robinson, 315 Greytwig Road, felt that the Board needed to keep the impact <br />fee payment due at building permit application. <br />Nancy Offutt, Vero Beach, representing the Treasure Coast Builders Association, <br />said building wider and faster roads was not the solution, and hoped the Board would take a <br />creative approach toward mitigating instead of "paving over". She suggested capturing traffic <br />instead of generating it. <br />John Blum, 638 Tulip Lane, said since there was no fix for US 1 and the <br />Department of Transportation had no plans to fix it, he thought this would be a "measure to let <br />some of the smaller projects move forward". <br />David Ederer, 1351 Seahawk Lane, urged the Board to go with Chapter 910 and <br />staff's recommendation but wanted them to drop the pending ordinance. <br />January 23, 2007 15 <br />
