8 <br />ATTORNEY COLLINS ASKED IF IT IS NECESSARY TO HAVE XlY REAR <br />LOT EASEMENTS SEPARATING UNITS 1 AND 2 AND 1 AND 3. <br />ENGINEER BEINDORF STATED THAT THE UTILITIES WILL ALL BE IN THE <br />ROADWAY AND THE ELECTRIC WILL BE UNDERGROUND. THE LOTS ARE DESIGNED TO <br />°DRAIN TOWARD THE STREETS SO THEY DO NOT HAVE DRAINAGE DITCHES IN THE <br />REAR. HE FURTHER NOTED THAT THE NEARBY SOUTH RELIEF CANAL KEEPS THE <br />WATER TABLE LOW. <br />ON MOTION BY COMMISSIONER SCHMUCKER, SECONDED BY COMMISSIONER <br />Loy, THE BOARD UNANIMOUSLY GRANTED TENTATIVE APPROVAL OF TEMPLE LAKE <br />ESTATES SUBDIVISION. <br />CHAIRMAN WODTKE INFORMED THE BOARD THAT HE HAS ISSUED THE <br />FOLLOWING PROCLAMATION DESIGNATING NOVEMBER 12-18. 1978 AS AMERICAN <br />EDUCATION WEEK. <br />A P R O C L A M A T I O N <br />WHEREAS, The schools represent the best efforts of the <br />community, the state, and the nation to improve the <br />quality of life; and <br />WHEREAS, Defining the schools' goals and evaluating their <br />results are the responsibilities of an informed and in- <br />volved citizenry; and <br />WHEREAS, There is a widespread need for better communi- <br />cation and more cooperative relationships between pro-. <br />fessional educators and the community, <br />Now, Therefore, be it proclaimed by the Board of County <br />Commissioners of Indian River County, that November 12 - <br />November 18,, 1978, shall be designated as American <br />Education Week and all citizens are urged to <br />1) Reaffirm their commitment to improving education <br />on all levels, and <br />2) Translate that commitment into action by visiting <br />local schools. <br />William C.
