- <br />-7 <br />- <br />ED REGAN, COMMUNITY DEVELOPMENT DIRECTOR, REQUESTED APPROVAL <br />TO ATTEND THE THIRD ANNUAL COUNTY COMMUNITY DEVELOPMENT CONFERENCE IN <br />MIAMI. HE NOTED THIS WILL BE A MEETING OF REPRESENTATIVES OF ALL OF <br />THE COUNTIES THROUGHOUT THE UNITED STATES, AND THERE WILL BE MEMBERS <br />OF THE U.S. CONGRESSIONAL STAFF AT THIS MEETING. '"'IR. REGAN INFORMED <br />THE BOARD THAT RURAL COUNTIES ARE NOT GETTING ADEQUATE MONEY FROM HUD <br />AND HOPE TO BE ABLE TO ACCOMPLISH SOME CHANGES IN THE LEGISLATION. <br />HE, THEREFORE, WISHED TO ATTEND IN ORDER TO SUPPORT MAKING MORE MONEY <br />AVAILABLE TO RURAL AREAS, <br />CHAIRMAN WODTKE STATED THAT WE WERE TURNED DOWN ON OUR RECENT <br />APPLICATION. FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, AND WHILE <br />RURAL COUNTIES APPLIED FOR SIX MILLION, ONLY $92,791 WAS FUNDED. <br />SIR. REGAN NOTED THAT WE FILED A SINGLE PURPOSE APPLICATION <br />SO WE COULD USE THE GRANT FUNDS THROUGHOUT THE COUNTY, BUT THE FEDERAL <br />GOVERNMENT LIKES YOU TO OPERATE MAINLY IPJ ONE AREA IN ORDER TO BE ABLE <br />TO SEE THE IMPACT MORE CLEARLY. SIR. REGAN STATED THAT BECAUSE OF <br />THIS, THE COUNTY PROBABLY WOULD GO FOR A COMPREHENSIVE riRANT IN THEIR <br />NEXT APPLICATION AND DEVELOP JUST ONE AREA INTENSIVELY. HE FELT THERE <br />IS A NEED FOR CLOSE MONITORING OF FEDERAL ACTIVITIES FROM THE STANDPOINT <br />OF THE RURAL COUNTIES. <br />ON MOTION BY COMMISSIONER DEESON, SECONDED BY COMMISSIONER <br />SCHMUCKER, THE:BOARD UNANIMOUSLY AUTHORIZED OUT -OF -COUNTY TRAVEL FOR <br />COMMUNITY DEVELOPMENT DIRECTOR REGAN AND A COMMISSIONER TO ATTEND THE <br />THIRD ANNUAL COUNTY COMMUNITY DEVELOPMENT CONFERENCE IN MIAMI, NOVEMBER 15 <br />THROUGH NOVEMBER 17, 1978. <br />ITEM 6 IN REGARD TO A RELEASE OF EASEMENT REQUESTED BY .JOHN <br />WELTON WAS WITHDRAWN FROM THE AGENDA UNTIL THE NEXT MEETING. <br />THE HOUR OF 9:30 O'CLOCK A.M.
