COMMISSIONER LOY NOTED THAT MS. TRUETT STATED THAT FHA HAS <br />BEEN ALLOCATED A CERTAIN AMOUNT OF DOLLARS AND MUST GET THIS MONEY USED. <br />SHE ASKED WHAT HAPPENS IF IT IS NOT USED. <br />-MS. TRUETT STATED THAT THESE FUNDS, WHICH ARE OUR TAX DOLLARS, <br />GO INTO A REGIONAL POOL AND ARE THEN USED BY OTHER STATES. THERE ARE <br />SEVERAL WAYS THIS IS APPORTIONED BY CONGRESS, ONE IS NEED - ONE IS <br />POPULATION. <br />CHAIRMAN WODTKE DISCUSSED THE POSSIBILITY OF A HOUSING AUTHORITY, <br />WHICH IS AUTONOMOUS, GETTING INTO FINANCIAL PROBLEMS. <br />COMMISSIONER SIEBERT STATED THAT EVERYONE WORKS WITH THEM TO <br />SEE THAT THEY DON'T GET IN THAT SITUATION, AND HE REALLY DID NOT KNOW <br />OF ANY THAT ARE, <br />CHAIRMAN WODTKE NOTED THAT ONE OF THE THINGS WE HAVE BEEN <br />VERY CONCERNED ABOUT IS THAT THERE ARE SOME FEDERAL HOUSING PROJECTS <br />IN NEIGHBORING COUNTIES THAT ARE OF A TYPE WE WOULD NOT WISH TO BE <br />INVOLVED WITH, AND THEY HAVE GOTTEN IN A SHORT TIME INTO VERY DEPLORABLE <br />CONDITION. <br />Ms. TRUETT STATED THAT THE MANAGEMENT PLAN IS EXTREMELY <br />IMPORTANT AND THE KEY TO THE WHOLE THING. <br />CHAIRMAN WODTKE ASKED IF THESE PROJECTS ARE ON THE TAX ROLLS, <br />AND MS. TRUETT STATED THAT THEY ARE TAX EXEMPT, BUT THEY DO PAY FOR <br />GARBAGE COLLECTION, ETC. <br />COMMUNITY DEVELOPMENT DIRECTOR REGAN STATED THAT HE DID NOT <br />BELIEVE THEY HAVE TO PAY SALES TAX ON THE RENTAL AND AS FAR AS AD VALOREM <br />TAX IS CONCERNED, HE FELT THEY REACH AN AGREED AMOUNT TO PAY IN LIEU OF <br />THE STANDARD AMOUNT. <br />COMMISSIONER-SIEBERT NOTED THAT ONE OF OUR MAIN CONCERNS IS <br />THAT WE HAVE PEOPLE IN THE COUNTY WHO COULD AFFORD TO PAY RENT, BUT <br />THEY JUST DON T HAVE.ANYWHERE TO GO. HE POINTED OUT THAT THE HOUSING <br />•,t AUTHORITY IS PRIMARILY GEARED TOWARDS LOW INCOME, BUT A HOUSING FINANCE <br />AUTHORITY IS. AVAILABLE WHEREBY LOW COST CONSTRUCTION LOANS CAN BE MADE <br />TO PEOPLE WHO DON T FALL IN THAT CATEGORY.
