BECAUSE UNITS CANNOT BE CONSTRUCTED THAT DON T HOOK ONTO A WATER SYSTEM <br />OR HAVE A FRANCHISE, AND THEY WOULD HAVE TO COME THROUGH SITE PLAN <br />REVIEW ALSO. <br />MS. TRUETT STRESSED THAT IT WOULD BE VERY IMPORTANT FOR THE <br />COUNTY COMMISSION TO WORK COOPERATIVELY WITH THE HOUSING AUTHORITY. <br />COMMISSIONER SCHMUCKER DISCUSSED OUR BAD EXPERIENCE WITH THE <br />COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM, WHICH HE FELT WAS A VERY <br />SUCCESSFUL PROGRAM WHICH THE COUNTY HANDLED VERY EFFICIENTLY, BUT THE <br />AGENCY DECIDED THERE WAS NOT ENOUGH STRESS PLACED ON HOUSING AND CUT <br />OUR FUNDS OFF. - <br />WILLIAM KOOLAGE, A MEMBER OF THE HOUSING STUDY ADVISORY <br />COMMITTEE, STATED THAT ORIGINALLY THERE WAS NO ONE MORE SKEPTICAL THAN <br />HE ABOUT A HOUSING AUTHORITY, BUT HE NOW FEELS WE CANNOT OVERLOOK THE <br />FACT THAT THERE IS MONEY AVAILABLE THROUGH A HOUSING AUTHORITY THAT IS <br />NOT AVAILABLE ANY OTHER WAY. HE NOTED THAT THERE IS A GREAT NEED FOR <br />LOW COST HOUSING IN THE GIFFORD AND WABASSO.AREA; MANY HOUSES NEED TO BE <br />DEMOLISHED, AND ALL THIS WILL TAKE A LOT OF MONEY. HE FELT THE KEY TO <br />THE WHOLE THING IS THE SELECTION OF THE PEOPLE WHO WILL BE THE POLICY <br />MAKERS FOR -THE HOUSING AUTHORITY, AND NOTED THAT EVEN THOUGH IT IS <br />AUTONOMOUS, THE COUNTY HAS SOME CONTROLS. HE CONTINUED THAT NOW IT IS <br />POSSIBLE TO CONSTRUCT SMALLER UNITS, RATHER THAN HAVE THE WHOLE PROJECT <br />DONE IN ONE LARGE UNIT. HE FELT THIS WOULD ENCOURAGE THE TENANTS TO <br />TAKE A LITTLE MORE RESPONSIBILITY IN KEEPING THEM UP, AND STATED THAT <br />HE IS FIRMLY CONVINCED THAT A HOUSING AUTHORITY IS THE WAY TO GO TO GET <br />GOOD AND ADEQUATE HOUSING IN THE COUNTY. <br />CHAIRMAN WODTKE ASKED IF MR. KOOLAGE, WHO HAS A LOT OF CONTACT <br />WITH RETIRED PEOPLE, FELT THAT IF THIS MATTER WERE PUT ON A REFERENDUM, <br />IT WOULD HAVE A CHANCE OF PASSING. <br />INR. KOOLAGE BELIEVED IT COULD. HE FELT ONE OF THE THINGS <br />•y � <br />AGAINST A HOUSING AUTHORITY IS THE PICTURE OF A MASS OF BEEHIVE CUBICLES, <br />BUT THAT IS NOT THE TYPE OF CONSTRUCTION THAT HE ENVISIONS NOW. HE DID <br />NOT*KNOW WHAT IT WILL TAKE OFF THE TAX ROLLS, BUT DID NOT ANTICIPATE A <br />GREAT IMPACT.
