P9 <br />THE LOWNESS OF THE AREA, AND FELT THE ONLY ARGUMENT TO•JUSTIFY THE R-3 <br />ON THE EAST IS TO KEEP IT COMPATIBLE ON BOTH SIDES OF THE ROAD., THE <br />CHAIRMAN STATED THAT HE STRONGLY BELIEVES THAT CONCENTRATION OF <br />COMMERCIAL AREAS IS THE WAY TO GO, AND HE DID NOT BELIEVE WE NEED TO HAVE <br />COMMERCIAL DOWN AT 510 WHERE IT MAKES THE TURN. <br />COMMISSIONER DEESON STATED THAT HE, TOO, BELIEVES R-3 I$ <br />PREMATURE AT THIS TIME AND IS CONCERNED ABOUT THAT MUCH B-1. HE ALSO <br />EXPRESSED THE,WISH THAT PROPERTY OWNERS ON THE NORTH AND EAST OF THE 510 <br />AND 512 INTERSECTION WERE PRESENT. HE FELT THE COMMERCIAL SHOULD BE <br />CONCENTRATED IN THAT AREA, PROBABLY 660' EAST, NORTH AND SOUTH OF THE <br />INTERSECTION. <br />COMMISSIONER LYONS STATED THAT HE IS CURIOUS AS TO WHY THE <br />B-1 IS AS DEEP AS IT IS WHEN WE DONT SEEM TO HAVE IT THAT DEEP IN OTHER <br />AREAS. <br />PLANNER REDICK STATED THAT HE WOULD IMAGINE THAT IT WAS DUE <br />TO THINKING AHEAD IN THE LONG RANGE STUDY TO A SHOPPING CENTER TYPE <br />DEVELOPMENT. <br />COMMISSIONER SIEBERT DISCUSSED FINAL ADOPTION OF THE MASTER <br />PLAN AND NOTED THAT WE ARE PERMITTED TO SHOW CERTAIN THINGS IN THE <br />MASTER PLAN THAT DO NOT REQUIRE A REZONING UNTIL OTHER THINGS ARE <br />ACCOMPLISHED; THEREFORE, HE FELT IT WOULD BE ALL RIGHT TO PUT A LOT ON <br />THE MASTER PLAN AS MULTI -FAMILY AND INCLUDE SOME BUSINESS AREA, BUT TO <br />VOTE FOR AN ACTUAL REZONING AT THIS TIME WOULD BE PREMATURE. HE FELT <br />9 THAT THE MASTER PLAN COULD WELL SHOW SOME COMMERCIAL ACTIVITY HERE AS <br />BEING APPROPRIATE SOMETIME IN THE FUTURE. <br />PLANNER REDICK STATED ESSENTIALLY WHAT HE AND ATTORNEY COLLINS <br />HAVE SAID IS THAT THE MASTER PLAN AS.ADOPTED WAS TANTAMOUNT TO A RE- <br />ZONING BECAUSE OF THE WAY IT HAS BEEN WRITTEN AND PLACED ON A MAP. IN <br />THE MASTER PLAN THEY ARE PREPARING FOR THE BOARD AT THE PRESENT TIME, <br />HOWEVER, THERE ARE THINGS WHICH ARE SCHEDULED FOR SOMETIME IN THE FUTURE <br />WHEN CERTAIN.CONDITIONS ARE MET, I.E., WHEN ADEQUATE WATER AND SEWER <br />ARE•AVAILABLE, ETC. UNDER THESE CIRCUMSTANCES, YOU CAN PUT SOMETHING <br />INTO THE MASTER PLAN AND NOT HAVE TO CHANGE THE ZONING, BUT CONDITIONS AND <br />SCHEDULING WOULD HAVE TO BE WRITTEN INTO THE TEXT OF THE ADOPTION OF THE <br />PLAN AND IT WOULD HAVE TO BE DONE VERY CAREFULLY. <br />35 <br />NOV 21197 <br />
