He <br />told the Board they are trying to control the type of people who move into this county, not control <br />growth. He said they are taking landowners constitutional rights away and it is going to bring <br />about a ton of lawsuits. <br />Keith Pelan, <br /> Kimley-Horn & Associates, said the imposition they are putting <br />on the developer is going to hurt his business and they will be hesitant to sign contracts with his <br />firm. <br /> Thomas Barnes Jr <br />., 602 Tulip Lane, spoke in opposition to a moratorium. <br /> <br /> After discussion, Commissioner Lowther rescinded his second to the motion <br />and noted that this is a big issue. <br />NOVEMBER 16, 2004 33 <br /> <br />
