<br /> <br /> <br /> <br /> <br /> <br />The Chairman announced that the MOTION DIED <br />FOR LACK OF A SECOND. <br /> <br />ON MOTION by Commissioner Davis, SECONDED <br />by Commissioner Bowden, by a 4-1 vote (Chairman <br />Neuberger opposed), the Board approved having staff <br />draft an ordinance to establish a moratorium until <br />March 1, 2005 on any residential development, <br />exempting applications that have already been filed as <br />of 5:00 p.m. on Monday, November 15, 2004, and that <br />rezoning would not take place during the period of the <br />moratorium for the expressed interest of reevaluating <br />the Comp Land Use Plan and modifying the LDRs with <br />the visioning process. <br /> <br /> Chairman Neuberger explained he opposed the motion because he feels it is <br />too divisive and thinks three months is not going to make any difference in the number of units <br />built. <br /> Commissioner Wheeler believed this will bring everyone to the table. <br /> <br />4.
