Human Resources Director Jim Sexton explained to the Board what the program <br />offers, who uses it, and that it would cost the County nothing. <br />Commissioner Flescher pointed out another valuable feature unique to the program, <br />that is, it is also accepted for pet/animal medication. <br />Motion WAS MADE by Commissioner Wheeler, <br />SECONDED by Commissioner O'Bryan, to approve staffs <br />recommendation. <br />Bob Johnson, Coral Wind Subdivision, remarked that it was not clear to him why <br />the government has to be involved in this program. <br />Commissioners Davis and O'Bryan explained that the program was through the <br />National Association of Counties (NACo) and because of our affiliation with that organization, the <br />card was being offered as a benefit to the citizens of the County. He pointed out that participation <br />was optional and would be of no cost to the County. Despite the explanation, Mr. Johnson <br />objected to the County being involved in the program. <br />Bradley Bernauer, Human Services Program Director of the Health Department, <br />explained the Health Department's roles in this program. <br />The Chairman CALLED THE QUESTION, and the Board <br />unanimously approved the contract with the National <br />Association of Counties and CaremarkPCS Health, LP, to <br />implement the NACo Prescription Card Program through a <br />Human Services program, managed by the Indian River <br />County Health Department, as recommended in the <br />memorandum of November 13, 2007. <br />18 <br />November 20, 2007 <br />
