9.B.1. REQUEST TO SPEAK FROM VICTOR KNIGHT REGARDING SUGGESTIONS <br />FOR LDR AMENDMENTS PERTAINING TO THE AG -1 ZONING (MINING <br />OPERATION) <br />Victor Knight, 3295 Branch Road, provided the Board with a handout (copy on <br />file) regarding Land Development Regulations as they pertain to the Agricultural One District. He <br />wanted the Board to use a more targeted approach to resolving the challenges of the growing <br />residential uses in the Agriculture -1 District, and the conflicts that would continue to arise at an <br />increasing rate from incompatible uses, such as mining. Mr. Knight asked the Board to amend <br />their previous vote to target the moratorium to the AG -1 district and allow the AG -2 and AG -3 to <br />continue under the current guidelines. <br />Commissioner Davis suggested the Board address Mr. Knight's concerns through <br />the Agricultural Advisory Committee before making any decisions. <br />Victor Knight encouraged the Board to limit the moratorium to the affected area, <br />and offered to speak or consult with the Agricultural Advisory Committee. <br />Joseph Paladin, President of Black Swan Consultants, provided the Board with a <br />handout (copy on file) of his proposed recommendations to the Wild Turkey Mining Project. He <br />detailed each of the ten items and wanted the Board to support his proposals rather than the <br />moratorium. <br />There was a lengthy discussion pertaining to the mining project, the safety factors <br />involved, and how the proposal could be incorporated into the permitting process. <br />November 6, 2007 30 <br />
