1. Constitutional Officer Financial Report for Fiscal Year <br />2005-2006. <br /> <br /> Harry Hall <br />, Comptroller of the Sheriff Office, informed the Board that the <br />Sheriff’s Department was returning $756,000.00 of excess fees. <br /> <br />ON MOTION by Commissioner Lowther, SECONDED by <br />Commissioner Bowden, the Board unanimously accepted <br />the Financial Report of the Indian River County Sheriff’s <br />Department, as submitted under cover of letter dated <br />October 25, 2006. <br /> <br /> <br />2. Budget Amendment for Year Ending September 30, <br />2006. <br /> <br />MOTION WAS MADE by Commissioner Lowther, <br />SECONDED by Commissioner Davis, to approve the <br />Budget Amendment for the Sheriff’s Office for year ending <br />September 30, 2006, as requested in letter dated September <br />30, 2006. <br /> <br />Commissioner Wheeler was concerned with what the Board had done in the last two <br />years that he was opposed to, in particular, approving that the Sheriff could move items from one <br />section of his budget to another. He discussed State Law requirements and budgeting of salaries <br />and how funds were moved around.
