funds are moved around and felt the Board was approving as a blanket and not as individual funds. <br />He also noted that the Sheriff’s Department over-budgeted in capital expenditures last year and <br />thought the Board should be aware and pay attention to that. <br /> <br />Sheriff Raymond <br /> defended the Department’s handling of the budget saying they <br />were authorized under State law; and it was unanimously approved by the Board of County <br />Commissioners on April 4, 2006 and was not done sneakily. He listed savings made as a result of <br />the decision they made to spend the money on capital. He supported his procedure as a good one, <br />which is provided by State law. <br /> <br />Commissioner Wheeler did not disagree but did not necessarily believe it was good <br />budgeting. He read a provision from the law that requires a resolution for approval of certain <br />handling of funds in the Sheriff’s office. He was not accusing the Sheriff of doing anything sneaky <br />and defended his comments. <br />Sheriff Raymond again defended his Department’s actions. <br /> <br />Commissioner Lowther could see where Commissioner Wheeler was coming from <br />and felt that as a former Sheriff Commissioner Wheeler understood more about the Sheriff’s <br />budget than anyone else. <br /> <br />The Chairman CALLED THE QUESTION. The Motion <br />carried 4-1 (Commissioner Wheeler opposed), approving <br />the Budget Amendment for year ending September 30, <br />2006 as presented by the Sheriff’s Office. <br /> <br />E.
