Discussion ensued on the transfer station, including closing the site, the aesthetics <br />of the site, the traffic impacts with the current site, mandatory county-wide pick up, other <br />municipalitie’s residents using the site, illegal dumping, and safety issues. <br />8. TRUCK ROUTE <br />CF <br />ITY OF ELLSMERE <br />City Manager Nunemaker explained the City is trying to accomplish getting heavy <br />industrial traffic off of Broadway Street. <br />Commissioner Davis stated the County has permitted a sand mine and the only <br />paved north-south route is Broadway Street. He stated Broadway Street is the designated detour <br />when there are accidents on CR 512 and Palm Bay Road. <br />IRC <br />NDIAN IVER OUNTY <br />Director Davis explained that in the past the City did not want to take the traffic <br />off of Broadway because it might hurt the businesses. He stated there is a Truck Study Route <br />Plan in the new Long Range Transportation Plan that would be voted on at the next MPO <br />(Metropolitan Planning Organization) meeting. There is funding for a Truck Route Study for CR <br />507 and its hard to find a funding source for rerouting a current road because you are not adding <br />capacity, you are just changing the alignment. <br />Manager Nunemaker expressed his concerns regarding the length of time the <br />project would take. <br />Director Davis stated that after the plan is approved, the study could be funded in <br />the MPO’s next funding fiscal year. <br />Manager Nunemaker suggested that if the County could fund the project, <br />explained as other developments come along, the City could reimburse the County. <br />County Attorney Collins expressed his concerns about developer’s agreements. He <br />suggested a Request For Proposal (RFP) could be advertised in order to pre-qualify many <br />engineers so there would be a whole pool from which the developers could select.
