e <br />ATTORNEY BLOCK STATED THAT THEY ARE OPEN TO SUGGESTION, AND <br />THEY UNDERSTAND THIS IS A PRIME AREA FOR THE COUNTY. <br />CHAIRMAN WODTKE THEN EXPLAINED WHAT THE COUNTY WOULD LIKE TO <br />HAVE IN THE FRANCHISE AS IT IS REWRITTEN, AND DISCUSSED A POSSIBLE <br />REQUIREMENT THAT THE DISTRIBUTION LINES BE DEEDED TO THE COUNTY OUTRI-GHT <br />AND THEN LEASED BACK. <br />ATTORNEY BLOCK NOTED THAT IF MITCHELL BUILDERS IS GOING TO <br />MAINTAIN THEM, THEY WOULD NEED SOME KIND OF A LEGAL RIGHT TO THOSE LINES <br />ATTORNEY COLLINS FELT THAT HE AND ATTORNEY BLOCK COULD COME <br />UP WITH AN ACCEPTABLE DRAFT BEFORE THE NEXT MEETING. <br />CHAIRMAN WODTKE ASKED IF THE SUBJECT PROPERTY IS ALL VACANT <br />LAND BECAUSE HE FELT THERE WAS SOME CONFUSION ABOUT THIS AMONG THOSE <br />RECEIVING THE NOTICE. <br />ATTORNEY BLOCK STATED THAT THIS IS VACANT LAND AND CONSISTS <br />OF 38+ ACRES OWNED TOTALLY BY RON MITCHELL. <br />ENGINEER SCHMUCKER GAVE A DETAILED DESCRIPTION OF THE PROPERTY, <br />WHICH LIES SOUTH OF COLONIAL TERRACE AND EXPLAINED THAT THE WATER PLANT <br />IS TO BE ON LOTS L AND 2, BLOCK D, IN THE NORTHEAST CORNER OF THE <br />PROPERTY. THEIR EAST BOUNDARY IS THE SAME AS THE EAST BOUNDARY OF <br />COLONIAL TERRACE, AND THEIR WEST BOUNDARY IS THE LARGE DITCH. <br />CHAIRMAN WODTKE ASKED IF THERE WAS ANYONE PRESENT WHO WISHED <br />TO BE HEARD. <br />JOHN COLLINS, REPRESENTATIVE OF THE PROPERTY OWNERS OF COLONIAL <br />TERRACE, ASKED IF THE PROPOSED WELL WILL BE IN VIEW OF THE OWNERS ON <br />6TH PLACE, BETWEEN LOTH AND LITH COURT. <br />ENGINEER SCHMUCKER STATED THE ONLY THING THEY WOULD SEE WOULD <br />BE A LITTLE BUILDING HOUSING THE CHLORINATORS, WHICH WOULD BE 200' SOUTH <br />OF LOT 15. THE BUILDING WILL BE ABOUT 15' SQUARE. THERE WOULD ALSO BE <br />AN OUTSIDE 5,000 GALLON STORAGE TANK. ENGINEER SCHMUCKER NOTED THAT THIS <br />COULD BE LANDSCAPED AND HIDDEN, AND IT MUST BE FENCED OFF. <br />ATTORNEY BLOCK POINTED OUT THAT THE DEVELOPER WILL WANT TO <br />SELL LOTS IN THIS AREA, AND WOULD NOT WANT AN EYESORE TO DETRACT FROM <br />HIS DEVELOPMENT. <br />MR. COLLINS STATED THAT SOMETHING SHOULD BE DONE TO PROTECT <br />THE PROPERTY OWNERS WHO LOOK RIGHT AT THIS FROM THEIR BACK YARDS. <br />FRANK CASANO CAME BEFORE THE BOARD AND STATED THAT HE WOULD <br />LIKE TO SEE IT WRITTEN INTO THE FRANCHISE THAT THE AREA WILL BE LAND— <br />SCAPED AND PROPERLY MAINTAINED. <br />AN N 101979 <br />54 <br />BOOK 38 PACE 415 <br />
