PLANNING DIRECTOR REDICK STATED THAT ESSENTIAL SERVICES SUCH <br />AS THIS DO COME UNDER THE $ITE PLAN ORDINANCE AND LANDSCAPING ORDINANCE, <br />AND IT IS REQUIRED THAT IT IS MAINTAINED. <br />CHAIRMAN WODTKE COMMENTED THAT•IT IS TO THE DEVELOPER'S BENEFIT <br />TO MAKE SURE THIS IS PROPERLY LANDSCAPED. HE ALSO POINTED OUT THA'T•WHEN <br />THE COUNTY DOES MAKE WATER AVAILABLE, THE BUILDING WILL BE REMOVED AND <br />THOSE TWO LOTS WILL BE TURNED INTO HOMESITES. <br />COMMISSIONER LYONS ASKED WHO KEEPS THIS PLANT UP WHEN THE <br />DEVELOPMENT IS SOLD OUT? <br />ATTORNEY COLLINS AFFIRMED THAT THE PLANT WILL BE OWNED BY THE <br />DEVELOPER, AND FORTUNATELY, THIS IS A SOLVENT COMPANY, NOT JUST A SHELL <br />CORPORATION. <br />CHAIRMAN WODTKE THEN READ A LETTER FROM MILO E. HARDING, OWNER 1. <br />OF -LOTS 10 AND 11 IN POINCIANA GARDENS SUBDIVISION STATING THAT HE IS <br />IN FAVOR OF MITCHELL BUILDERS, INC. SUPPLYING WATER. THE CHAIRMAN NEXT " <br />DISCUSSED THE RATE STRUCTURE AND ASKED IF THE UTILITY COMPANY WILL BE <br />PART OF THE DEVELOPMENT OR WILL IT HAVE A SEPARATE SET OF BOOKS. HE <br />ALSO ASKED ABOUT THE NUMBER OF LOTS IN THE DEVELOPMENT. <br />ATTORNEY BLOCK ANSWERED THAT HANDLING THE BOOKS FOR THE UTILITY <br />COMPANY WILL BE A COMPLETE OPERATION IN ITSELF. HE STATED THAT THERE ' <br />I <br />ARE 89 LOTS IN THE PROJECT. <br />ATTORNEY COLLINS ASKED WHAT THE TEST WELL REFLECTS IN REGARD <br />TO WATER CAPACITY. <br />ENGINEER SCHMUCKER ESTIMATED THAT THEY ARE GETTING ABOUT 40 <br />GALLONS PER MINUTE, AND HE FEELS THEY HAVE A GOOD SUPPLY THEY CAN PUMP <br />WITHOUT PULLING THE WATER TABLE DOWN. <br />ATTORNEY COLLINS ASKED HOW MANY PEOPLE A 4" WELL COULD SERVICE, <br />AND ENGINEER $CHMUCKER FIGURED THAT THIS SYSTEM•WOULD BE LIMITED TO 100 <br />TO 150 HOMES. <br />COMMISSIONER LOY BROUGHT UP THE SUBJECT OF TAP -IN FEES AND <br />THE POSSIBILITY OF THE DEVELOPER PUTTING THESE FEES INTO AN ESCROW <br />ACCOUNT LOOKING TOWARDS THE TIME WHEN THE COUNTY TAKES OVER, <br />ATTORNEY BLOCK STATED THAT THEY WANT TO WORK WITH THE COUNTY <br />SO THAT WHEN THE TIME COMES, THERE WILL BE A NICE TRANSITION. <br />55 <br />r BOOK 38 PAGE 416 <br />JAN 101979 <br />
