3 <br />CHAIRMAN VIODTKE ASKED IF ATTORNEY BLOCK WOULD HAVE ANY PROBLEM <br />WITH MEETING WITH ATTORNEY COLLINS AND DRAFTING A PROPOSED FRANCHISE <br />TO BE BROUGHT BACK TO THE BOARD IN TWO WEEKS. ATTORNEY BLOCK STATED THEY <br />HAD NO PROBLEM WITH THAT. <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />DEESON, THE BOARD UNANIMOUSLY CLOSED THE PUBLIC HEARING. <br />COMMISSIONER LYONS INQUIRED HOW MANY WELLS THEY PLAN TO DRILL, <br />AND ENGINEER SCHMUCKER STATED JUST A 2" WELL AND A 4-6" WELL. HE NOTED <br />THAT FOR LESS THAN 200 HOMES, YOU DONT REQUIRE TWO MAIN WELLS. <br />COMMISSIONER LYONS FELT THE BOARD WOULD HAVE A MORAL RESPONSI- <br />BILITY IF THE WELLS SHOULD RUN OUT OF WATER, AND COMMISSIONER SIEBERT <br />SUGGESTED THERE SHOULD BE SOME GUARANTEES IN THE FRANCHISE THAT SUCH' <br />SITUATIONS WILL BE TAKEN CARE OF IMMEDIATELY. <br />MOTION WAS MADE BY COMMISSIONER SIEBERT, SECONDED BY COMMISSIONER <br />DEESON, TO AUTHORIZE ATTORNEY COLLINS TO WORK WITH ATTORNEY BLOCK ON A <br />PROPOSED FRANCHISE TO BE BROUGHT BACK TO THE MEETING OF .JANUARY 24TH. <br />ATTORNEY COLLINS INQUIRED WHETHER THE BOARD WOULD BE INTERESTED <br />IN WORKING WITH THE DEVELOPER TO DRILL A LARGER WELL IN THE EVENT IT <br />SHOULD TURN OUT TO BE IN THE BEST INTERESTS OF THE COUNTY TO HAVE ONE <br />OF THEIR WELLFIELDS IN THIS SAME LOCATION. <br />CHAIRMAN WODTKE FELT WE .SHOULD CONSULT WITH OUR ENGINEERS AND <br />GERAGHTY & MILLER. ABOUT THIS POSSIBILITY. <br />THERE BEING NO FURTHER DISCUSSION, THE CHAIRMAN CALLED FOR THE <br />QUESTION. IT WAS VOTED ON AND CARRIED UNANIMOUSLY. <br />PLANNING DIRECTOR REDICK CAME BEFORE THE BOARD AND NOTED THAT <br />AT THE TIME OF THE PUBLIC HEARINGS HELD ON NOVEMBER 21, 1978, THE BOARD <br />INSTRUCTED THE PLANNING & CONING DEPARTMENT TO COME BACK WITH SOME <br />RECOMMENDATIONS REGARDING THE PROPERTY AROUND THE INTERSECTION OF S.R. 510 <br />AND S.R. 512. HE STATED THIS WOULD HAVE BEEN PREPARED SOONER BUT IT WAS <br />NECESSARY TO HAVE A MEETING WITH MR. ANSIN AND HIS ATTORNEY. <br />PLANNING DIRECTOR REDICK NOTED THAT THE ZONING, AS IT EXISTED <br />FOR'660' ON EACH SIDE OF THE CENTER LINE OF S. -R. 510 AND S.R. 512, WAS <br />CHANGED EXCEPT THE AREA AROUND THE INTERSECTION. THE PROPOSAL HEARD <br />BY THE COMMISSIONERS WAS FOR AN AREA OF A TOTAL OF 160 PLUS ACRES INTO <br />JAN 101979 <br />6� <br />sax 38 PAGE 41 7 <br />
