First, is the past problems <br />and recorded information that need to be updated and properly <br />implemented. Second, is the volume of the new projects being ; <br />undertaken by the county and its -financial implications. <br />Our proposed way of resolving this situation is to immed- <br />iately hire two assistants with governmental accounting <br />background for the Finance Officer. One to work with the <br />Finance Officer on the back problems and the other to work <br />on current and future areas of responsibilities. The best <br />of the two individuals would become the Internal Auditor for <br />the county sometime within the next year. By hiring both as <br />assistants to work in the Finance Department, would give both <br />Individuals knowledge of the complete accounting system and <br />the financial reporting functions necessary. This experience <br />would be. valuable to whomever became the Internal Auditor. <br />At the same time we need a budget amendment for the <br />two employees hired for the Clerk for Board of County Comm- <br />issioners which do not have any funds in our approved budget <br />for fiscal year 1978-79. These two positions are the -keypunch <br />operator in the Data Processing Department and the recording <br />secretary to the Board of County Commissioners.
