FINANCE OFFICER BARTON STATED THIS BUDGET AMENDMENT IS FOR TWO <br />PEOPLE THAT ARE ALREADY ON BOARD - NOT TWO ADDITIONAL PEOPLE. IHE KEY <br />PUNCH OPERATOR HAD BEEN ON ANTI -RECESSION FUNDS BUT SHE LEFT AND THE NEW <br />ONE IS -ON PAYROLL. THE SALARY FOR THE ASSISTANT RECORDING SECRETARY HAS <br />NOT BEEN FUNDED YET, <br />CHAIRMAN WODTKE COMMENTED THAT THE -FINANCE OFFICER WANTED TO <br />HIRE TWO NEW EMPLOYEES, ONE TO BECOME THE INTERNAL AUDITOR. HE ASKED WHAT <br />THE OTHER WOULD DO. <br />FINANCE OFFICER BARTON STATED THAT HE WOULD BE HIS ASSISTANT <br />AND BACKUP BECAUSE WITH ALL THE NEW UNDERTAKINGS, IT IS JUST TOO MUCH <br />RESPONSIBILITY FOR ONE PERSON. HE INFORMED THE BOARD THAT THE STAFF HE <br />HAS NOW IS SMALLER THAN THE STAFF THE FINANCE DEPARTMENT HAD IN 1976. <br />. COMMISSIONER LOY ASKED COORDINATOR THOMAS IF, OUT OF OUR INTER- <br />GOVERNMENTAL PROGRAMS,WE MIGHT BE ABLE TO SECURE SOME ADMINISTRATIVE MONIES <br />FROM THE GOVERNMENT. <br />INTERGOVERNMENTAL COORDINATOR THOMAS ANSWERED THAT NORMALLY 10% <br />TO 12% OF THE GRANT CAN BE -USED FOR THESE PURPOSES, AND HE ESTIMATED THIS <br />COULD AMOUNT TO $30,000 OR $40,000 A YEAR, HE THEN -SPOKE ON BEHALF OF MR. <br />BARTON, NOTING THAT THE BIG ADDITIONAL PROBLEM IN THE FINANCE DEPARTMENT <br />HAS COME THROUGH THE NEW ENTERPRISE ACCOUNTS AND BILLINGS. A FURTHER <br />COMPLICATION IS THE FIRST YEAR AUDIT ON THE LANDFILL. THE AUDITOR IS DOING <br />A GOOD JOB, BUT IT REQUIRES A LOT OF MR. BARTON'S TIME BECAUSE HE MUST SET <br />UP A DEPRECIATION SCHEDULE ON EVERY PIECE OF EQUIPMENT. THE ORIGINAL <br />' ACCOUNTING WAS DONE VERY POORLY IN THAT DEPARTMENT, WHICH HAS CREATED <br />TREMENDOUS PROBLEMS. MR. THOMAS AGREED THAT WE NEED AN INTERNAL AUDITOR, <br />WHICH WOULD TAKE A TREMENDOUS LOAD OFF MR. BARTON, ESPECIALLY NOW THAT -MR. <br />WEBBER IS NO LONGER HERE. <br />COMMISSIONER LYONS INQUIRED FURTHER ABOUT GETTING THE OVERHEAD <br />BACK ON THE GRANTS. <br />COORDINATOR THOMAS EXPLAINED THAT YOU DETERMINE YOUR COSTS AND <br />THEN NEGOTIATE WITH THE DEPARTMENT OF LABOR. HE STATED HE WOULD HAVE TO <br />WORK IN CONJUNCTION WITH THE FINANCE DEPARTMENT ON THIS AND RECOMMENDED <br />THAT WE SHOULD COMMENCE TO NEGOTIATE FOR THIS IMMEDIATELY. <br />3 <br />BOOK 38 PACE 288 <br />JAN 101979 <br />
