MOTION WAS MADE by Commissioner Wheeler, <br />SECONDED by Commissioner Davis, to approve the <br />Special Exception Use to use a portion of the Roseland <br />United Methodist Church’s existing facility as a <br />Preschool/Daycare. <br /> <br />Discussion continued regarding the preschool hours and teacher certification. <br /> <br />Commissioners Neuberger and Bowden wanted to table this item for more <br />information. <br /> <br />The Chairman CALLED THE QUESTION, and the motion <br />passed, by a 3-2 vote, Commissioners Bowden and <br />Neuberger opposed. The Board approved, under the <br />provisions of Chapter 971, to review the special exception <br />applied for, granted the special exception will not adversely <br />affect the public interest; finding that the application <br />satisfies the general and specific criteria required for <br />special exception approval; and, the conditions are <br />adequate to ensure compatibility between the special <br />exception use and surrounding land uses; approved the <br />special exception use request for the proposed expansion <br />with the following conditions: (1) prior to issuance of a <br />certificate of occupancy for the preschool/daycare use, the <br />applicant shall construct the depicted playground <br />improvements and native Type “C” buffer with a 6’ tall, <br />at-planting, vegetative, opaque feature along the <br />playground area’s Berry Avenue frontage, (2) The buffer <br />December 13, 2005 18 <br /> <br />
