MRS. CARPENTER, RED CROSS DISASTER CHAIRMAN, APPROACHED THE <br />BOARD REQUESTING THEY WAIVE THE BUILDING PERMIT FEE FOR WILBUR SHEPPARD, <br />WHOSE HOME WAS DESTROYED BY FIRE ON MARCH 5, 1978. SHE STATED THAT <br />THROUGH THE EFFORTS OF THE EOC, THE RED CROSS AND OTHER ORGANIZATIONS, <br />THEY ARE READY TO REBUILD AND WOULD BE VERY HAPPY IF THE BOARD WOULD <br />WAIVE THE FEE SO THEY COULD APPLY THE $63.75 TOWARDS MATERIALS INSTEAD. <br />COMMISSIONER Loy INFORMED HER THAT THE EOC WAS HERE -WITH A <br />ll <br />SIMILAR REQUEST RECENTLY AND WE HAD TO TURN THEM DOWN. SHE CONTINUED <br />THAT TO ALLOW THIS COULD PROVE DISASTROUS BECAUSE OF POSSIBLE ABUSES AND <br />WE, THEREFORE,' REQUIRE EVERYBODY TO PAY THE FEES. <br />ON MOTION BY COMMISSIONER LYONS, SECONDED BY COMMISSIONER Loy, <br />THE BOARD UNANIMOUSLY DENIED WITH REGRET THE REQUEST TO WAIVE THE FEE* <br />FOR THE BUILDING PERMIT AS REQUESTED BY MRS, CARPENTER, RED CROSS <br />DISASTER CHAIRMAN. <br />ZONING DIRECTOR WALKER APPROACHED THE BOARD AND ASKED IF THE <br />DENIAL ALSO INCLUDED THE ZONING FEE, AND HE WAS GIVEN AN AFFIRMATIVE <br />ANSWER. <br />CHAIRMAN WODTKE•NEXT DISCUSSED THE AWARDING OF BIDS ON PHASE <br />II OF THE GIFFORD SEWER AND WATER SYSTEM. HE NOTED THAT THE CONCERNS WE <br />HAD WERE BASED UPON THE FHA REQUIREMENT FOR 798 USERS. HE CONTINUED <br />THAT THIS WAS DISCUSSED AT THE GIFFORD SEWER AND WATER ADVISORY COMMITTEE <br />ON TWO DIFFERENT OCCASIONS, AND IT WAS THE UNANIMOUS RECOMMENDATION OF <br />THAT COMMITTEE THAT WE PROCEED WITH THE ENTIRE PROJECT AS THEY FEEL THERE <br />WILL BE THE NEEDED CUSTOMER EITHER ON LINE OR POTENTIAL CUSTOMERS THAT <br />WILL BE HOOKED UP IN A REASONABLE PERIOD THAT WILL BE ACCEPTABLE TO FHA. <br />THE CHAIRMAN THEN REVIEWED THE POTENTIAL CUSTOMERS IN THIS' <br />AREA, NOTING THAT WE ORIGINALLY ESTIMATED 468 CUSTOMERS AND THERE ARE <br />ACTUALLY 575; ALSO THERE -ARE A CONSIDERABLE NUMBER OF METERS NOW IN THE <br />GROUND THAT ARE NOT BEING UTILIZED. HE FURTHER NOTED THAT WE HAVE HAD <br />SOME CONCRETE INTEREST SHOWN IN NEW BUILDING CONSTRUCTION -IN THIS AREA, <br />INCLUDING ONE THAT HAS REQUESTED WATER TAPS FOR 100 UNITS. THE CHAIRMAN <br />REPORTED THAT THE HEALTH DEPARTMENT IS TRYING TO ENTICE RENTAL PROPERTY <br />OWNERS TO JOIN THE PROGRAM.
