COMMISSIONER*SIEBERT NOTED THAT TRACTS B AND C ARE NOT INCLUDED <br />IN THE PLAT, AND PLANNING DIRECTOR REDICK EXPLAINED THAT THEY ARE NOT <br />SUBDIVIDED INTO LOTS BECAUSE THERE IS NO ACCESS. <br />COMMISSIONER SIEBERT ASKED IF THEY ARE INCLUDED IN THE SUB- <br />DIVISION, WILL THAT ALLOW THEM TO BE BUILT ON, AND MR. REDICK POINTED OUT. <br />THAT YOU HAVE TO HAVE DIRECT ACCESS TO BUILD. AND THERE IS NO ROAD TO THEM. <br />ATTORNEY COLLINS NOTED THAT IF YOU CAN GET TO THEM, YOU CAN <br />BUILD ON THEM, AND COMMISSIONER SIEBERT ASKED IF THE BOARD IS -SAYING THAT <br />THEY ARE SUITABLE BUILDING SITES. , <br />MR. REDICK POINTED OUT THAT THEY ARE NOT INCLUDED AS LOTS AND <br />ANYTHING ON THIS PLAT WILL HAVE TO MEET THE FLOOD PLAIN GUIDELINES BECAUSE <br />THIS IS IN A FLOOR PLAIN AREA. <br />COMMISSIONER SIEBERT FELT THAT THIS IS ONE OF THE MOST BEAUTIFUL <br />AREAS IN THE COUNTY AND -STATED HE WOULD HATE TO ENCOURAGE FILLING OF ANY <br />OF THAT WETLAND ALONG THE RIVER. HE BELIEVED THIS IS AN ENVIRONMENTALLY <br />SENSITIVE AREA. <br />DISCUSSION EN -SUED ON FILLING IN A FLOOD PLAIN AREA, AND <br />COMMISSIONER SIEBERT SUGGESTED THE POSSIBILITY OF PLATTING THE WETLAND <br />AREAS AS PASSIVE RECREATIONAL. HE ASKED IF THE DEVELOPER WOULD HAVE ANY <br />OBJECTION TO THIS. <br />HARLAND PETERSON OF TOTAL DEVELOPMENT NOTED THAT PR. FISCHER <br />OWNS ON THE WEST SIDE SO THAT MAYBE SOME DAY TRACTS B AND C WOULD BE <br />TAKEN IN. COMMISSIONER SIEBERT POINTED OUT THAT THERE IS A 7' FLOOD <br />PLAIN IN THIS AREA. <br />I <br />MR. PETERSON STATED THAT THERE IS A FLOOD PLAIN EASEMENT 200' <br />WIDE, BUT COMMISSIONER SIEBERT NOTED THAT THIS DOESNIT FOLLOW THE RIVER <br />AND HE WOULD LIKE TO PREVENT FILL TOO CLOSE TO THE RIVER. <br />ADMINISTRATOR .JENNINGS COMMENTED THAT THE FORK OF THE SEBASTIAN <br />RIVER HAS BEEN VERY CONTROVERSIAL ENVIRONMENTALLY FOR A VERY LONG TIME ' <br />;t AND, IN HIS OPINION, THE ZONING DEPARTMENT SHOULD NOT ISSUE ANY PERMITS <br />ON TRACTS B OR C UNTIL THIS MATTER HAS BEEN CHECKED OUT WITH THE DER. <br />COMMISSIONER SIEBERT FELT THE COUNTY SHOULD HAVE SOME AUTHORITY <br />OVER FILLING BELOW THE FLOOD LINE. <br />51 <br />JAN 2 41979 <br />
