Commissioner Adams said they have moved it to spur economic development where they <br />have had industrial ventures. <br />Commissioner Neuberger said he was not afraid of the word moratorium nor the Bert <br />Harris Act, but what does concern him is that they have to abide by urban service area lines that <br />were drawn years ago. He sees no reason to move the line, but does see a need for impact fees and <br />the need to improve the east/west roadways. He does not believe that we will ever have gridlock <br />here, but was positive we will see growth when currently 1,000 to 1,500 people a day are moving <br />into Florida. We do need to look at some areas that are in the urban service boundary. <br />MOTION WAS MADE by Commissioner Neuberger, <br />SECONDED by Commissioner Lowther, to approve staff's <br />recommendation. (This motion failed later in the meeting.) <br />Discussion continued with Commissioner Ginn relating that the compatibility to the <br />surrounding areas and the lack of paved roads in the area concerns her. <br />Commissioner Neuberger declined to amend his motion to 3.5 units per acre as requested <br />by Commissioner Adams because he found the request to be incompatible with the surrounding <br />zoning. <br />Chairman Macht pointed out they are dealing with zoning that says "up to" and if they want <br />to mitigate that by a lesser density the only thing they have to do is cite a substantial reason that <br />higher density is not in the best interest of the public. <br />Commissioner Lowther felt that Commissioner Ginn has done that. <br />Commissioner Ginn recommended postponing until 4th Street is paved. <br />Commissioner Adams again asked Commissioner Neuberger to amend his motion. <br />Commissioner Neuberger declined. <br />DECEMBER 16, 2003 16 <br />
